Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Texas Education Agency (TEA) oversees the primary and secondary education of 5.4 million students in Texas public schools. To support this work, approximately 900 agency employees provide leadership, guidance, and support to over 1,200 school systems across the state. As such, strategic and robust user-centered business processes and communications are critical to ensuring a more connected workplace where agency staff are empowered to seek and share information in contribution to the agency’s mission.

TEA seeks an Internal Operations and Engagement Specialist within the Strategic Initiatives Division to work across a large agency with a variety of stakeholders to streamline agency processes and develop user-centered guidance and communication to improve the use of systems and tools to support agency priorities. With guidance from the Director of Operational Support, this position will increase agency-wide engagement, awareness and morale through the development and implementation of an internal communications and engagement strategy. With a focus on continuous improvement, this role involves working closely with the Chief of Staff and Deputy Commissioner of Operations, while coordinating efforts with the Human Resources Division, and a wide range of other Agency stakeholders.

ESSENTIAL FUNCTIONS:

  • Support the development and implementation of user-centered business processes with a primary focus on internal communications.
  • Develop and implement user-centered guidance and tools to communicate and translate information across the agency in coordination with other Offices.
  • Lead internal staff engagement efforts to improve agency functions and staff satisfaction.
  • Oversee the redesign and implementation of internal agency communication systems to support easily accessible, user-centered information and collaboration across divisions.
  • Provide strategic, time-bound operational support as requested by the Director to support agency priorities as needed.

 

Qualifications

 

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university.

Experience: At least 3 years of experience managing large, complex projects, developing and/or implementing process improvements, either with public, private, or non-profit entities. Experience in the communications or education sector is preferred.

OTHER QUALIFICATIONS:

  • Knowledge of best practices around internal communications and change management and experience applying those practices in a large organization.
  • Clear and concise written and oral communication skills with the proven ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze.
  • Skill in discerning the appropriate mode of communication and adapting messages to different levels of audiences, including excellent writing skills.
  • Expertise with various forms of technology to support and enhance communication across divisions such as Microsoft suite of products (particularly SharePoint) and Adobe Design.
  • Understand and apply web design practices.
  • Skill in project management and setting goals.
  • Proven ability to motivate and influence others where there is not a direct reporting relationship.
  • Highly skilled in identifying opportunities for cross collaboration.
  • Demonstrated ability to manage the completion of multiple projects at different stages of development while maintaining quality and consistency across all work in an ever-changing environment.
  • Comfortable working independently and taking initiative when appropriate in a fast-paced environment while producing high-quality work.
  • A desire to self-reflect, apply and receive constructive feedback, and continuously improve.
