Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Accountability Policy Specialist reports to the Manager of Policy and Communications in the Performance Reporting Division. This position will support TEA’s strategic priority of improving low-performing schools by providing support to local education agencies. The Accountability Policy Specialist will oversee the development and the adoption of administrative rules that govern the state academic accountability system and analyze proposed legislation related to academic accountability. This position will assist with outreach and training to ensure that ESCs, district staff, and other stakeholders understand and benefit from the accountability system. The Accountability Policy Specialist will work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

  • Oversee the planning and execution of stakeholder meetings, including Accountability Technical Advisory Committee and the Accountability Policy Advisory Committee meetings.
  • Oversee the planning, preparation, and execution of the administrative rule adoption process.
  • Analyze and determine the potential impact of proposed legislation related to the accountability system.
  • Assist with training, research, policy documents, explanatory materials, and state accountability appeal processing.
  • Provide consultative services and technical assistance to program staff, other governmental agencies, community organizations, and the general public.

 

Qualifications

 

MINIMUM QUALIFICATIONS:


Education: Graduation from an accredited four-year college or university.


Experience: At least four (4) years of experience in public school accountability and/or in working with a program that required the implementation of legislation and outreach, training, and ensuring the understanding of the program by its stakeholders.


Substitution: An advanced degree may substitute for two years of required experience.

  • Comfortable interpreting comprehensive data into meaningful information for Agency stakeholders
  • Highly organized; ability to manage multiple projects at once and meet deadlines
  • Ability to break down complex information ask questions, synthesize and analyze
  • Understanding of stakeholder communications strategies and approaches and experience communicating complex ideas to a wide range of stakeholders
  • A desire to self-reflect, give/receive feedback and continuously improve
  • Collaborative and results-oriented, especially within a team environment
  • Excellent written and oral communication skills
  • Comfortable presenting to large groups
