Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Instructional Leadership Specialist will serve a key role in building a deep understanding and investment in the Effective Schools Framework (ESF), the statewide vision for what districts and schools do to ensure an excellent education for all Texas children, across the state. The Instructional Leadership Specialist will work to specifically align best practices in instructional leadership across the state, support regional efforts to further develop expertise in instructional leadership systems and practices, and will support regional Education Service Centers in their efforts to provide training, coaching, and implementation support to public school districts, especially districts with significant school improvement needs. This position reports to the Director of Instructional Leadership at TEA.

The Instructional Leadership Specialist will play a pivotal role in supporting the Texas Education Agency’s strategic priorities to recruit, support, and retain teachers and principals and improve low-performing schools.

  • Support regional Education Service Center personnel throughout the training and implementation process, including in-field coaching and implementation support;
  • Facilitate the design and delivery of ESF-aligned instructional leadership trainings, collaborating with third-party providers to design and build content, and facilitating stakeholder feedback to ensure alignment of training content with identified needs;
  • Support change management efforts across the state to attain appropriate messaging, buy-in, and sequencing to allow for successful improvements in instructional leadership practices;
  • Align best practices within the ESF, particularly instructional leadership best practices, with other programs within the TEA.





Education: Graduation from an accredited four-year college or university

Experience: At least (4) years of experience in the education sector, with at least 2 years of successful experience in campus and or district leadership. Experience can be as an administrator, a teacher leader, or an instructional coach.


  • A demonstrated track record of success improving student outcomes in a teacher, campus leader, or district leader role
  • An in-depth knowledge of instructional leadership practices that lead to improved teaching and learning, including lesson planning and formative assessments, data-driven instruction, short-cycle observation and feedback, student culture routines, designing and delivering professional development, and change management
  • Capable of developing others through coaching, modeling, and providing feedback on performance
  • Ability to act with a purpose that impacts and positively influences the perceptions, thinking, and actions of others
  • Strong long-term planning and project management skills
  • Highly organized; ability to manage multiple projects at once and meet deadlines
  • Willing to travel up to 20% of the time
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment
  • Proven ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze
  • Highly skilled in the design and delivery of adult learning and professional development
  • Ability to engage in a collaborative, results-oriented team environment
  • Excellent written and oral communication skills
  • A desire to self-reflect, give/receive feedback and continuously improve
