Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The person in this role drives the future of educator effectiveness in Texas through developing and implementing programs and procedures to generate analytical reports and other data artifacts under the direction of the Director of Educator Data and Program Accountability. This analyst performs and directs advanced systems analysis work, coordinating with multiple units across the Department of Educator Leadership and Quality and the Department of Information Technology Services. The involved work includes coordinating the production and analysis of user requirements, procedures, and problems to develop and automate processing and to improve existing systems. This analyst may train others and works under minimal direction with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

  • Design, implement, update, and standardize processes for data analysis related to the Accountability System for Educator Preparation (ASEP), including writing and revising SQL queries and SAS programs.
  • Coordinate with Information Technology team and outside partners to create and revise existing procedures for required reporting related to educators, serving as Subject Matter Expert for the Educator Certification Online System from the office of Educator Data and Preparation Program Management.
  • Review and analyze reports, programming, and performance indicators to locate code or content problems; correct errors by modifying or correcting code or data.
  • Respond to ad hoc requests from the public and policymakers to provide data, analyses, and updated online content.
  • Design, develop, update, and test reports, including user-friendly graphics, dashboards, and report cards, for educator preparation program accountability, including the EPP Interactive Map.

 

Qualifications

 

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university. Major coursework in computer information systems, statistical analysis, or related fields is generally preferred.


Experience: At least (5) years of experience in systems analysis and design work. Experience working with large data sets or in systems related to education are preferred.

Substitutions: An advanced degree may substitute for two years of required experience.

OTHER QUALIFICATIONS:

  • Ability to write and revise standards and procedures
  • Skill with software & programming languages used for statistical analysis and database interaction, including SAS, SQL, Microsoft Excel, Microsoft Access, and ArcGIS
  • Ability to plan and coordinate work with multiple stakeholders to gain inputs and investment on a range of issues
  • Create and maintain organized and accessible files and documentation
  • Experience with designing and generating high-quality reports suitable for a range of audiences
  • Ability to revise and troubleshoot computer systems and processes
  • Skill in creating and updating online content using TEA processes
  • Experience with analyzing systems and procedures to identify areas for improvement
  • Effective written and oral communication
  • Ability to interpret standards, rules, and requirements in technical documentation
  • Knowledge of Texas Educator Preparation systems preferred
  • A desire to self-reflect, give & receive feedback, and continuously improve
