Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Programmer Analyst supports customers in acquiring useful assessment data to make informed decisions about student performance outcomes on statewide assessments. This work is critical to improving outcomes for students by providing accurate performance data to students and school districts. Using technical skills and knowledge of assessments, the Programmer Analyst writes, revises, and implements complex SAS programs to create, combine, manage, and analyze datasets containing results of standardized tests.  The work produced by the programmer is included in analytic reports for publication, provided to customers requesting public information as well as internal ad hoc requests within the agency.  An important aspect of delivering customers with quality data and information involves the Programmer Analyst performing quality control work verifying accuracy of analysis and written reports.  This position is within the Performance Reporting Division under the Office of School Programs.

  • Data Production and Validation: Responsible for quality control and data validation of statistical tables and appendices of various technical reports and documents published by the Performance Reporting division including technical digests, annual aggregate assessment data, and statewide summary reports.
  • Ad hoc Requests: Reviews, communicates and generates information and/or analysis for requests from TEA customers.
  • Fulfillment of PIRs: Works with various team members and agency divisions to fulfill public information requests (PIR) relating to assessment data.  
  • Development of Statewide Assessment QA: Develops processes and programs to ensure the quality of the statewide student assessment data and published summary reports.

Education: Graduation from an accredited four-year college or university.

Experience: At least three (3) years of experience in SAS, SPSS, or other statistical package programming.  Experience in SAS and at least three [3] years of experience and knowledge of Texas assessments and/or statistical analysis are preferred.

Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.

  • Knowledge of Texas assessments and the testing process.
  • Ability to work under limited supervision with considerable latitude for use of initiative and independent judgment.
  • Knowledge of data collection, management, analysis, reporting and statistical methods.
  • Experience with large institutional databases.
  • Knowledge of educational performance measures and state education data sources is preferred.
  • Ability to interpret results of data analysis, express ideas clearly, verbally and in writing, and work in a team environment.
  • Ability to maintain working relationships with a variety of people and groups. 
  • Experience with ad hoc requests for information and consultation.
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment.
  • Highly organized; ability to manage multiple projects at once and meet deadlines.
