Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Manager of Local Designation System Implementation will play a critical role in providing a pathway for outstanding Texas teachers to earn six-figure salaries and support the implementation of House Bill 3’s Teacher Incentive Allotment (TIA). The Manager will serve as a trusted advisor to senior leadership at the district level to weigh options and make informed decisions as districts seek local designation system approval. Additionally, this individual will play an important leadership role in the management and execution of TEA technical assistance, resource creation, and support to districts, ESCs, and technical assistance providers through three key processes: Local Designation System development and application, TIA Annual Program Submission, and the new Local Designation System Renewal process.  This role will also manage the partnership with Texas Tech University, which supports TIA with the Data Validation, stakeholder surveys, and other research needs.   

This position reports to the Director of Strategic Compensation.

ESSENTIAL FUNCTIONS:

  • Oversee the TIA local designation system development, application and approval, district system expansion/modification, and annual program submission processes that lead to strong best practices and approval.
  • Manage, coach, and support the local designation system implementation team to provide appropriate professional growth and development in their efforts to provide technical assistance to districts, ESCs, and technical assistance providers pursuing a local designation system.  
  • Manage the partnership with Texas Tech University related to local designation system data submission, data validation, stakeholder surveys, and other tasks.
  • Co-develop and manage the implementation of the local designation system renewal process.
  • Support and contribute to other tasks assigned at the office, department or division level.
 
Qualifications
 

MINIMUM QUALIFICATIONS:
 
Education: Graduation from an accredited four-year college or university.

Experience: At least five (5) years of experience in managing people and multi-input processes.

Substitutions: An advanced degree may substitute for two years of required experience.

OTHER QUALIFICATIONS: 

  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  • Certified Texas Contract Manager (CTCM) certification must be obtained within first six (6) months of employment
  • Experience designing and implementing a system to measure teacher effectiveness, local designation system context preferred
  • Track record of building strong team culture and achieving outcomes  
  • Ability to effectively communicate with a wide group of stakeholders
  • Strong long-term planning and project management skills, including establishing outcomes, determining evaluative measures, and tracking progress
  • Highly organized; ability to manage multiple streams of work at once and meet deadlines 
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment 
  • Flexibility and comfort with ambiguity
