Job Description

MISSION: Participate as a member of the team managing the Permanent School Fund assets in a sound and prudent manner for the benefit of all Texans.

On or after January 1, 2023, all Permanent School Fund positions will transfer from the Texas Education Agency to the Texas PSF Corporation, a recently formed special-purpose governmental corporation.  All staff benefits, including insurance and retirement, will remain with the Texas Employees Retirement System. All PSF staff participate in a performance incentive plan.

POSITION OVERVIEW: The Texas PSF (Corporation) is seeking a talented individual to join a team of professionals at the Texas Permanent School Fund Corporation in managing a $55 billion perpetual public fund endowment that helps finance the state’s public schools.

This position reports to the Director of Finance and is hired to perform accounting work within the division.  Responsibilities include compiling, reviewing, analyzing, evaluating, reconciling, and reporting Bond Guarantee Program (BGP) financial data. Responsibilities also include processing cash instructions, accounting for the agency general ledger systems, and assisting in the preparation of year-end financial statements and may also interact with external auditors, as needed.

A successful candidate must be honest and ethical in all work; intellectually curious and eager to learn about the coordination, process, and administration of the Bond Guarantee Program; recognize the requirements of confidentiality; and understand Generally Accepted Accounting Principles (GAAP).
 
The professional selected for this position will work under minimal supervision with considerable latitude for the use of initiative and independent judgment and is expected to help the PSF meet its performance goals.

ESSENTIAL FUNCTIONS:

  • Provide programmatic support for the Bond Guarantee Program (BGP).  Validate and reconcile the BGP data monthly with the Municipal Advisory Council (MAC), ensuring completeness of data and presence of adequate documentation; prepare the monthly disclosure of the BGP for posting to the agency and Municipal Securities Rulemaking Board (MSRB) web sites, ensuring compliance with established procedures, requirements, laws and regulations; prepare BGP capacity calculation; prepare the disclosure of the BGP in the agency and PSF annual financial statements; prepare the BGP portion of the State Board of Education (SBOE) agenda book. 
  • Primary responsibility for the annual Bond Guarantee Program audit. Interface with external auditors; ensure orderly and timely delivery of documents and transactional support requested by the auditors; provide support and explanations for all audit related issues.
  • Perform PSF daily cash functions.  Prepare and process cash transfer instructions for delivery to custodian; monitor, record, and reconcile interest income, and process capital calls/distributions.
  • Prepare and enter routine accounting entries.  Timely and accurately prepare and enter routine accounting entries into  PeopleSoft-based Centralized Accounting and Payroll/Personnel System (CAPPS), and Uniform Statewide Accounting System (USAS). Assist with additional accounting functions.
  • Assist with year-end closing procedures, financial statement preparation and annual audit. Contribute to the preparation of the PSF portion of the Agency Annual Financial Report (AFR) and the PSF audited Annual Comprehensive Financial Report (ACFR).
  • Other duties as assigned. 
 
Qualifications
 

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university in Accounting, Business, Economics, Finance or equivalent

Experience: Minimum of five (5) years of experience in accounting with general ledger and/or financial reporting experience.  

OTHER QUALIFICATIONS: 

  • Texas Certified Public Accountant (CPA) is preferred. 
  • Strong PC experience with financial databases and software applications including advanced Excel, Word and PowerPoint is required.  
  • Strong preference for experience using software packages such as the Uniform Statewide Accounting System (USAS), and the PeopleSoft-based Centralized Accounting and Payroll/Personnel System (CAPPS).  
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and procedures affecting the maintenance of accounting records and automated accounting systems.
  • Knowledge of bond concepts and principles.
  • General knowledge of accounts payable processes.
  • Knowledge of statistical concepts and methods.
  • Skill in mathematics, analytics, and in the use of computer software programs, particularly Word, Excel, and PowerPoint.
  • Ability to communicate clearly and effectively, both verbally and in writing, including writing management reports and making public presentations.
  • Strong customer-service mindset and the ability to communicate to a diverse group of internal and external customers.
