Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Office of Governance is responsible for improving the governance and overall system performance of local education agencies. This is accomplished through the coordinated efforts from two primary streams of work: Compliance and Investigations and Field Support. The collaborative approach by these departments allows for a coalescence around the central tenet of supporting the educational progress and improving student outcomes in Texas public schools. 

The Texas Education Agency (TEA) is hiring a Special Investigations Unit (SIU) Team Lead, Academics and Test Security. The Special Investigations Unit is responsible for investigating alleged violations of laws that regulate the Texas educational system. The SIU investigations team is made up of high performers who are committed to improving outcomes for Texas students. This position reports to the Director of Special Investigations and involves overseeing a team of investigators dedicated to reviewing allegations related to academics and test security, providing consultative and technical assistance to agency staff, Local Education Agencies (LEAs), communities, and governmental agencies, and overseeing special projects as assigned.  The Team Lead works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. 
  
The SIU Team Lead for Academics and Test Security may work a hybrid schedule.

ESSENTIAL FUNCTIONS:

  • Team Management: Responsible for the supervision of the Academics and Test Security team and supporting team initiatives, goals, and individual performance objectives, while monitoring progress towards outcomes.  Emphasizes mission-orientation, superior customer service, and data-driven practices. 
  • Report Writing and Quality Assurance: Prepares management and productivity reports; reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.  
  • Process Improvement: Collaborates with the SIU director to review and evaluate compliance with program policies, procedures, statutes, and rules.  
  • Customer Service Excellence: Serves as a resource to school districts, charter schools, the general public, and others to explain and provide technical assistance related to investigations and test security.  
  • Administrative Support: Performs an array of technical, research, policy, system design, and administrative activities related to the Special Investigation Unit and Test Security. 
 
Qualifications
 

MINIMUM QUALIFICATIONS:
 
Education: Graduation from an accredited four-year college or university. 

Experience: At least four (4) years of experience in education, investigations, or a related field.

Substitutions: Education and experience may substitute for one another on a year-for-year basis.

OTHER QUALIFICATIONS: 

  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.
  • Working knowledge of local, state, and federal laws related to test security; of public administration and management techniques; of statistical analysis processes; and of program planning and implementation. 
  • Ability to serve as a technical resource to school districts, charters, the general public, and others. 
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment. 
  • Highly organized; ability to manage multiple projects at once and meet deadlines. 
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze. 
  • Strong communication (oral and written) skills and the ability to actively listen to acquire key facts, write detailed reports, and deliver presentations to a variety of audiences. 
  • Ability to maintain confidentiality and appropriately communicate sensitive issues. 
  • Ability to engage in a collaborative, results-oriented team environment. 
  • Highly skilled in Microsoft Office applications and managing the lifecycle of complex technical documents.  
  • Proven track record for exemplary personnel management practices.  
  • A desire to self-reflect, give/receive feedback, and continuously improve. 
  • Ability to work as a contributing member of a team by establishing and maintaining positive, effective working relationships with all levels of staff. 
  • Must satisfy the Texas Department of Public Safety's criteria for access to the TX DPS secure website and Clearinghouse.
