Dorchester County Public Schools is currently accepting applications for the position of School Safety Officer/Energy Manager. The School Safety Officer/Energy Manager, under the direction of the Director of Operations, is responsible for developing, planning, implementing and maintaining a school safety and security program to ensure safe and secure educational environment for students, staff, and visitors. Serves as a project manager/grant writer for projects involving security enhancements to our facilities which may include both physical operations technology- based solutions to improve overall school safety. Responsibilities include developing and monitoring the district's energy management program, under Board-level policy and Superintendent's guidelines, for the purpose of reducing utility consumption, and managing district facilities projects as assigned. The candidate must have an independent work ethic, good judgment capabilities; have the ability to maintain positive public and staff relations, and a proven ability to perform these duties in a school district setting.

DUTIES :

SCHOOL SAFETY OFFICER
  • Serves as the DCPS School Safety Coordinator and serves as the liaison between DCPS, local law enforcement, and the Maryland Center for School Safety
  • Works collaboratively with school system leadership staff to plan, develop, implement and maintain the DCPS school safety and security operations to ensure a safe environment for all students, staff, parents, and community members utilizing DCPS facilities.
  • Develops and implements safety and security in-service training programs.
  • Ability to create, submit grant applications and manage grant funding;
  • Communicates with the community concerning safety concerns through written correspondence, personal visits and presentations on behalf of the Superintendent and Board of Education members upon request.
  • Maintains a strong working relationship with police, fire and emergency services organizations.
  • Updates annual School Emergency plans, and Material Safety Data Information, conducts semi-annual Safe School meetings with outside agencies.
  • Recommends placement and upgrades to security equipment as needed.
  • Responds to requests from Principals and Administrators regarding school safety and security matters.
  • Participates in weekly conference call, and attends monthly meetings with Maryland Center for School Safety
  • Oversees development of local school crisis/emergency management plans
  • Prepare information for Executive Team and Board level presentations as needed;
  • Ability to be on call 24 hours a day, year round.
ENERGY MANAGEMENT
  • Energy audits or walk-throughs during normal and off hours to ensure efficiency and report any observed hazards;
  • Prepare energy requirement estimates and budget allotments for facilities;
  • Will be the trustee of the ESMEC Energy Trust;
  • Maintain all energy records;
  • Provide all management of heating oil, natural gas, and solar purchasing programs;
  • Direct interface with Facilities Management and School Based Administrative teams for both automated and manual energy management controls (interior/exterior lighting, HVAC systems, refrigeration/freezer systems, water controls, etc.);
  • Identify opportunities for improving Facilities and Operations/Maintenance practices to improve Life Cycle Operating Costs. Examples include identifying systems for potential upgrades, improvements, etc. Implement strategies to achieve these improvements with limited Capital and Operating funds (i.e., performance contracting, partnering with trade and community allies, etc.);
  • Prepare information for Executive Team and Board level presentations as needed;
  • Conduct minor maintenance activities as needed;
  • Initiate work order requests to correct deficiencies as warranted;
  • Interface with other staff and advise on alternate energy sources, consumption, and energy conservation measures;
  • Respond to Facilities emergencies as required; and
  • Other duties as assigned.

QUALIFICATIONS :
  • Minimum requirement is an Associate' s Degree in Law Enforcement, Business Administration, or related field.
  • Three (3) years of experience in security/safety, conducting in-house training and handling public relations.
  • Demonstrated proficiency in creating documents, grant-writing, preparing contractual agreements, development of in-house safety training systems.
  • Demonstrated proficiency in the use of technology including spreadsheet creation, document processing, presentation development.
  • Excellent human relations and organizational skills.
  • Completion/Certification of FEMA Courses 100, 200, 700 & 800
  • Proven ability to communicate, perform and deliver duties described above in fast paced, deadline oriented, high pressure, multi-tasking environment. A track record of meeting requirements and needs of school systems or organizations while working with a diverse internal customer base at multiple sites while at the same time always projecting a professional, positive image for our external, public customers.
