Job Description

The Opportunity
The Manager of Federal and State Compliance is responsible for maximizing funding opportunities for KIPP Texas through Federal and State formula funds and other grants. He/she works with Accounting, FP&A, Special Education, PEIMS, Operations, IT, and the Superintendent to manage funds received and to help determine what expenditures can be paid by each funding stream. The Manager of Federal and State Compliance also works directly with KIPP Texas School Leaders on other grants such as Instructional Materials Allotment and Charter Start Up Funds. He/she will also be responsible for auditing federal grants to ensure timesheets, high qualified status and all required elements of the Federal Grants are appropriately complete. 
The Manager of Federal and State Compliance position furthers the mission of KIPP Texas because he/she helps to promote the proper utilization and documentation of the spend of Federal Grants. 
Key Responsibilities

  1. Ensure all Federal Funds are spent appropriately and spent in a compliance manner
  2. Ensure all charges made into Federal Grants are allowable and appropriate
  3. Audit all Federal Grants to ensure no audit findings in the current year audit
  4. Work directly with auditors in helping lead the Annual Single Audit
  5. Assist with allocating KIPP Texas expenses to the appropriate funding streams
    1. Receive credit card statements and invoices from Accounts Payable; review them against grant requirements to determine whether or not  expenditures can be allocated to specific funding sources
  6. Track Highly Qualified (HQ) statuses of KIPP Texas teachers
    1. Maintain an up-to-date HQ spreadsheet of all teachers at KIPP Texas
    2. Complete and submit the annual HQ report for the State of Texas
  7. Submit state and federal grant applications in a timely manner
    1. Research and collect all background and supporting documentation for grants that KIPP Texas is eligible to apply for
    2. Lead the process of surveying students, parents, and faculty members, or requesting student test scores, as may be required by some grants; examples of such grants include IDEA-B , VSPC (Voluntary Public School Choice), NCLB, SSI (Student Success Initiative)
  8. Complete all background research for ESSA reporting
  9. Provide support to departments and schools
    1. Help School leaders develop School Development Plans and Campus Improvement Plans in compliance to the Secondary Education Act
  10. Perform internal control reviews and develop improvement plans

Skills and Qualifications

  • Bachelor’s degree from an accredited institution, plus 3-5 years of work experience 
  • 3 years of Internal Audit Experience is highly preferred
  • Masters of Business Administration or Educational Management degree, preferred
  • Knowledge of school operations and grant management, required
  • CPA, Preferred
  • Excellent interpersonal skills and an energetic attitude; ability to work with all levels of the organization 
  • Articulate, professional demeanor with strong self-confidence and initiative
  • Ability to prioritize tasks and meet strict deadlines is key
  • Ability to identify problems and proactively find solutions
  • Strong ethics and a determination to maximize funding for KIPP Houston schools

Compensation and Benefits
Salary is based on years of experience, degree of education, and level of expertise. A competitive benefits package is also offered.
