Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: This position reports to the Cash Management/Fund Control Unit Manager in the Grants Administration Division. Performs advanced grant development and coordination. Work involves coordinating budgetary activities, reviewing and analyzing grant budgets, and providing technical support on budgetary matters to internal and external stakeholders. Provides assistance and support to ensure all grant funds are obligated and expended in a timely manner and in accordance with processes and procedures. Works under limited direction with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

  • Enters grantee refunds into the Cash Receipts system, including refunds due to enforcement actions
  • Reviews expenditure reports and supporting documentation in accordance with approved grant budgets
  • Reviews fiscal information related to grant applications (fund control) and ensures accurate data entry in Access databases (Document Tracking Log) for paper grants
  • Collaborates and communicates extensively with internal and external stakeholders to provide support and assistance with cash management rules, expenditure reporting, electronic systems (TCAPPS, TGIF, ER, etc.), and other grant administration duties
  • Performs other cash management, budgetary, and administrative duties for the effective and efficient operation of the division and agency

 

Qualifications

 

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university.

Experience: At least (1) year of experience in cash management, finance, or accounting.

Substitutions:
 Education and experience may substitute for one another on a year-for-year basis.

OTHER QUALIFICATIONS:

  • Knowledge of educational administrative regulations, uniform administrative requirements, cost principles, financial accounting rules, grant processes and procedures, and related resources
  • Experience with electronic accounting systems and grant administration systems, including TCAPPs/TGIF, Expenditure Reporting (ER system), paper and eGrants; knowledge of TEA's grant systems and application processes preferred
  • Experience managing grant funds to avoid lapsing funds
  • Strong research, problem-solving and decision-making skills
  • Advanced mathematical aptitude
  • Excellent written and verbal communication skills
  • Meticulous attention to detail; strong proof reading skills
  • Skill in providing superior customer service
  • Highly skilled in Microsoft Office applications and PeopleSoft Financials.
  • Ability to work as a contributing member of a team by establishing and maintaining positive, effective working relationships with all levels of staff and with grantees
  • Highly organized; ability to manage multiple projects and meet deadlines in a dynamic environment
  • A desire to self-reflect, give/receive feedback and continuously improve
  • Ability to exercise independent judgment in planning, organizing, performing duties and working under minimal supervision
