Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The financial analyst supports schools by performing advanced (senior-level) financial analysis and regulatory work related to the state’s Instructional Facility Allotment (IFA) and Existing Debt Allotment (EDA) programs. The financial analyst works closely with the Foundation School Program (FSP) Manager and financial analysts in the Division of State Funding to ensure effective and efficient program implementation in compliance with applicable statutes and regulations.

The work involves compiling, reviewing, analyzing, and evaluating financial data; interpreting statutes and regulations and accurately translating them into calculations and methodologies that determine funding; and providing expert technical assistance to school districts and their financial and legal advisors, agency staff, government agencies, and the general public. The work demands meticulous attention to detail, a passion for accuracy, and the capability of analyzing data and creatively applying the results. The successful candidate will have an aptitude for working with advanced financial concepts and a high proficiency using intermediate to advanced Microsoft Excel functions.

  • Determines cost of operations for the state’s IFA and EDA programs by implementing applicable statutes and regulations to ensure that school districts receive appropriate amounts of funding; reviewing school district applications for IFA funding to determine compliance with applicable laws, regulations, policies, and procedures; and calculating annual IFA and EDA allocations.
  • Increases transparency and effectiveness by developing and maintaining associated rules, web content and standard operating procedures for the state’s IFA and EDA programs.
  • Increases flexibility and efficiency by teaching skills and responsibilities to other positions to increase effectiveness and by cross-training for different skill sets.
  • Increases productivity by developing and maintaining automated financial processes and systems; gathering software change requirements and conducting User Acceptance Testing (UAT).
  • Performs other duties as assigned; this includes collaborating with state funding staff on projects and supporting the administration of the Summary of Finances (SOF) report and related financial transactions.





Education: Graduation from an accredited four-year college or university. Major coursework in accounting, business administration, finance, economics, or a related field is preferred.

Experience: At least (3) years of experience in financial analysis and regulatory work experience. Experience working with school district administrators, elected officials, and other policymakers is preferred.

Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
