MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.
POSITION OVERVIEW: This position is in the State Funding Division which is responsible for administering the Foundation School Program (FSP). The FSP determines the amount of state and local funding due to school districts under Texas school finance law and provides the state share of this funding to districts. The State Funding Division also produces reports and other data related to school finance. The Flexible Programs and TEA Login (TEAL) Financial Analyst supports schools by processing applications for the Optional Flexible School Day Program (OFSDP), Optional Flexible School Year Program (OFYP) and the TEAL user access to the Foundation School Program (FSP) modules. This Financial Analyst analyzes financial data and reviews laws and rules related to the OFSDP and OFYP programs’ information used in the state’s school finance formulas. The Flexible Programs and TEAL Financial Analyst works closely with the FSP stakeholders in the Division of State Funding to ensure effective and efficient program implementation in compliance with applicable statues and regulations.
The work involves processing applications in accordance with laws and rules; compiling, reviewing, and analyzing financial data; providing expert technical assistance to school districts, agency staff, government agencies, and the general public. The work demands meticulous attention to detail, a passion for accuracy, and the capability of analyzing data and applying the results. The successful candidate will have a strong customer service background, an aptitude for working with financial concepts and a high proficiency using intermediate to advanced Microsoft Excel functions.

Process Efficiency and Control: Processes the state’s Optional Flexible School Day (OFSDP) and Optional Flexible School Year Program’s (OFYP) applications by ensuring compliance with established procedures; applicable statutes and regulations; completeness of data; and presence of adequate documentation.
Customer Service and Technical Assistance: Processes school districts’ TEAL online applications for access to the Foundation School Program (FSP) modules in accordance with established procedures and guidelines and provides expert technical assistance to school districts, agency staff, government agencies, and the general public.
Financial Analysis: Reviews formulas related to program funding, updates Summary of Finance (SOF) report and processes outstanding balances; Creates Microsoft Excel spreadsheets with complex formulas.
Effective Communication: Researches technical questions and develops and maintains associated rules, web content, correspondence, manuals, presentations and standard operating procedures related to the TEAL FSP approval process, OFSDP, and OFYP programs.
Education: Graduation from an accredited four-year college or university. Major coursework in accounting, business administration, finance, economics, or a related field is preferred.
Experience: At least one (1) year of financial analysis and regulatory work experience.
