Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Manager of Financial Compliance is a key position in the office of School Finance and the Financial Compliance Division as their role impacts over five-million children across Texas. The successful manager is responsible for interpreting new legislation that impact student attendance and incorporating it into the Student Attendance Accounting Handbook. The Manager of Financial Compliance supervises a team of three to four hardworking individuals and reports to the Director of the Financial Compliance Division.
 
The Manager of Financial Compliance is responsible for leading the team in implementing student attendance changes, assists, reviews, and scores potential charter school applications, keeps the division rules updated as statute changes, and oversee the School Health and Related Services (SHARS) program. The Manager of Financial Compliance corresponds with school district and/or charter school personnel, Education Service Center personnel, other state agencies, and the public. The position works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

  • Team Leadership: Leads, develops, and supervises a team of 3-4 individuals who are responsible for implementing student attendance and SHARS policies and rules. 
  • Stakeholder Support: Provides excellent technical guidance, customer service and communication to agency personnel, school district and charter school personnel, Education Service Center (ESC) personnel, and other stakeholders.
  • Program and Process Updates: Coordinates and plans rule making for the division and maintains compliance with rulemaking statutes.
  • Data Oversight: Gives guidance to districts and charter schools on how to report student attendance and financial data to the TSDS PEIMS.

 

Qualifications

 

MINIMUM QUALIFICATIONS:
 
Education: Graduation from an accredited four-year college or university with a major in accounting, finance, business, or related field.

Experience: At least five (5) years of Accounting and/or Auditing experience which must include experience in a supervisory role.  Experience in a school district/charter school and/or auditing experience is preferred. 
 
OTHER QUALIFICATIONS: 

  • Evidence of a strong supervisory background
  • Experienced in project planning with successful launch of new projects
  • Working knowledge of the Student Attendance Accounting Handbook, Financial Accountability System Resource Guide, and the Public Education Information Management System (PEIMS)  
  • Proficiency in Microsoft Access, Excel, and Word
  • Proven ability to compose clear, concise reports, gather and analyze accurate and relevant information, communicate effectively, and accurately complete and assemble support documents  
  • Capacity to break down complex information into comprehensive parts
  • Skilled in interpreting legislation and providing analysis
  • Highly organized with an ability to manage multiple projects at once and meet deadlines
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment
  • Performs related work as assigned
  • Excellent written and oral communication skills
  • Skill in meeting the needs of a wide variety of both internal and external stakeholders with a strong customer service mindset
  • A desire to self-reflect, give/receive feedback and continuously improve
  • Ability to engage in a collaborative, results-oriented team environment
