Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

This position is funded through September 30, 2023 with federal stimulus funds. Continuation of the position beyond that date is contingent upon available funding. This federally funded position will provide critical support for the agency to urgently address student learning loss due to the COVID-19 pandemic.

POSITION OVERVIEW: The Director of Effective District Practices and COVID Supports Alignment will lead the work with initiative owners and senior staff to align agency initiatives to support the needs of local education agencies (LEA)s in responding to the impact on student learning from school closures and disruptions caused by the COVID-19 pandemic and ensuring these efforts are in alignment with the build-out of the Effective District Framework (EDF).  A key component of the Texas Education Agency’s Texas Covid Learning Acceleration Support (TCLAS) suite of services will be to support LEAs in the use of district diagnostic tools, building their awareness of aligned resources, and available funding opportunities. 

This position reports to Director of District Systems and Strategies.

ESSENTIAL FUNCTIONS:

  • Develops and establishes goals to manage the performance and build the capacity of their team to ensure strong leadership, alignment, a positive culture, and collaboration across divisions.
  • Directs collaboration across agency offices and supervises processes for alignment and coordination of key initiatives across the agency for the purposes of streamlining the identification of aligned resources, support, and available grant funding based on LEA needs.
  • Directs and oversees the development of a district needs assessment process aligned to district best practices and coordinates the ongoing support for LEAs to strategically improve systems over time in alignment with the build-out of the EDF.
  • Develops, reviews, delivers, and/or approves high-quality statewide resources, trainings, and presentations to support knowledge building and professional learning aligned to TCLAS and related campus and district best practices. 
  • Directs, oversees, and evaluates the impact of processes, procedures, tools, and resources related to TCLAS for internal and external use and establishes the communication strategy and aligned change management approach with LEAs and ESCs.

 

Qualifications

 

MINIMUM QUALIFICATIONS:
 
Education: Graduation from an accredited four-year college or university. An advanced degree with major course work in public education is preferred.

Experience: At least seven (7) years of experience working in school districts, educations service centers, university settings and/or with statewide initiatives; including at least 2 years managing multiple direct reports.

Substitutions: An advanced degree may substitute for two years of required experience.

  • Knowledge and a strong understanding of effective district practices in systems analysis, performance management, human capital systems, staff and student culture, parent and community engagement, high quality instructional materials and assessments, and instructional leadership
  • Ability to build relationships and strong rapport with others
  • Strong strategy development, long-term planning and project management skills
  • Experienced in planning, facilitating, and leading change among stakeholders
  • Track record of success building and managing a team towards ambitious goals by setting clear expectations and holding others accountable for performance
  • Ability to act with purpose that impacts and positively influences the perceptions, thinking, and actions of others 
  • Highly organized; ability to manage multiple projects at once and meet deadlines 
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment 
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze 
  • Experienced in planning, facilitating, and leading change among stakeholders
  • Collaborative and results-oriented, especially within a team environment 
  • Excellent written and oral communication skills 
  • Experience supporting school system leaders (Superintendent and cabinet members) with the design and execution of building district level systems
  • Comfortable and confident in speaking and presenting to large groups of people
  • Familiarity with evaluating work plans for strengths and areas of risk  
  • A desire to self-reflect, give/receive feedback and continuously improve
