Full-time Administrative Human Resources

Job Description

Job Goal: Provide administrative support to the Human Resources Director and department staff members. Assist with the administration of the day-to-day operations of center-wide human resources functions and duties

Qualifications:

Education:
High school diploma or GED

Experience:
1. Minimum of five years secretarial experience
2. Financial software experience

Special Knowledge and Skills:
1. Advanced proficiency in the use of software related to office operations
2. Excellent organizational abilities
3. Exemplary interpersonal and communication skills
4. Keen attention to detail
5. Ability to handle and prioritize multiple tasks
6. Ability to exercise initiative, decision making and maintain confidentiality
7. Proven customer support experience

Preferred
1. Previous experience in use of applicant tracking systems
2. Previous HR experience

Major Responsibilities:

Director Support
1. Serve as the first point of contact for internal and external customers regarding questions and requests for Director as well as the department.
2. Manage Director’s calendar and assist with project timelines.
3. Review and monitor budget and keep Director informed.
4. Assist in preparing budget amendments, budget transfers, and monthly and year-end reports.
5. Support various projects and special reports.
6. Prepare correspondence and reports as requested.
7. Assist Director with records retention training and oversight for all departments.
8. Assist Director with maintaining accurate job descriptions for employees.
9. Assist Director with responses to unemployment claims.

Human Resources Responsibilities
1. Responsible for the following aspects of the hiring process:
a. Assisting with posting vacancies on internal and external sites, as requested.
b. Reviewing all applications online and releasing them for review.
c. Scheduling all level of interviews in a timely manner.
d. Completing background checks on applicants selected to interview.
e. Tracking applicants recommended for hire by ensuring references and e-forms are complete, approved, and a job offer is made.
f. Provide technical assistance to applicants with applications, employment website, etc.
2. Perform annual criminal background checks on current employees.
3. Maintain secured site for fingerprinting of employees and specified contractors.
4. Maintain electronic personnel files for active employees.
5. Process personnel status changes for employees, including final salary calculations or adjustments.
6. Manage the records storage and destruction process for Human Resource records, following the established state records retention schedule and requirements.
7. Assist with maintaining and updating certification and licensure records for all applicable employees.
8. Assist the Business Office during fiscal year end to perform necessary end-of-year procedures in the financial system.
9. Assist with the preparation of annual Public Employee Information Management System (PEIMS) report for submission to the Texas Education Agency.
10. Complete incoming employment verifications.
11. Schedule exit interviews and complete exit documents for employees separating employment.

Department Responsibilities
1. Create and maintain requests for leave and department calendar.
2. Process requisitions, expense forms, direct pays, invoices, purchase orders, and interdepartmental bills; verify all have been assigned to the correct budgets and ensure all necessary paperwork is included.
3. Assist department staff with travel arrangements.
4. Keep office organized, maintain adequate supplies, and maintain current files in an electronic format, according to ISO procedures.
5. Cross train and serve as back up for division secretary and Human Resources specialist.
6. Provide technical assistance and services as specified by any applicable federal grant that funds this position.
