MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.
POSITION OVERVIEW: The Data Analyst of Educator Effectiveness will play a critical role in the planning and implementation of House Bill 3’s Teacher Incentive Allotment, which aims to provide a pathway for outstanding Texas teachers to earn six-figure salaries. This position will work with internal and external partners to oversee the data collection and analytics needed for successful implementation of strategic compensation systems across the state.
The Data Analyst will serve as the TEA expert on performance metrics used in the Teacher Incentive Allotment. The role’s main work will fall into three broad areas: developing and delivering technical guidance to districts regarding teacher performance standards, developing and leading districts in the use of statewide performance standards to designate highly-effective teachers, and using complex data sets to evaluate the impact of the Teacher Incentive Allotment.
The ideal candidate will have prior experience with data-based management, creating data models and projections to answer strategic questions, and communicating complex statistical methods to a non-technical audience. This individual reports to the Program Manager of Teacher Leadership & Strategic Compensation.

Collaborate with external partners and other agency divisions to develop, implement, and lead districts in utilizing statewide performance and validity standards for local teacher designation systems
Collect, analyze, interpret, and report out trends and results in district designation systems with a focus on the accuracy with which districts identify highly effective teachers
Develop and utilize criteria for evaluating locally developed teacher designation systems to ensure high levels of reliability and validity across the system
Create and implement a communication plan to explain the methodology used to evaluate locally developed teacher designation systems, and translate the results of these evaluations to districts and other interested parties
Contribute to the development and implementation of the Teacher Incentive Allotment plan primarily by leading the creation of the technical manual, providing districts with technical assistance around student growth measures, and supporting the processes of rulemaking and stakeholder engagement
Education: Graduation from an accredited four-year college or university
Experience: At least seven (7) of professional experience with a preference for at least three (3) years in the field of education.
Knowledge of statistical procedures used in the analysis of data sets
Experience with compiling and reviewing educational data sets
Skill in writing technical documentation to support implementation and continuous improvement
Experience with record keeping, including security procedures for handling, protecting and distributing confidential data
Strong long-term planning and project management skills
Skill in analyzing problems and devising effective solutions
Skill in structuring and writing reports
Understanding of educational systems and relevant state and federal K-12 education policy and research base is preferred
Ability to maintain accuracy and meticulous attention to detail with an ability to produce high quality work in a dynamic environment
Strong leadership, management, interpersonal relations, public speaking and writing skills
Highly organized; ability to manage multiple projects at once and meet deadlines
Collaborative and results-oriented, especially within a team environment
A desire to self-reflect, give/receive feedback and continuously improve
