Job Description

Role Mission: The CNP Director of Finance and Procurement is part of the finance team within the Child Nutrition Program and is primarily responsible for overseeing all areas and functions of revenue management, procurement, budget and establish long-term and strategic planning objectives.  Collaborates with Business Office Directors in updating policies and procedures to reflect state and federal requirements for CNP in purchasing and procurement.  Works with state agencies in setting up the child nutrition program as an authorized school food authority in new states. Manages the state procurement audit reviews.    Develops bid and contract management process and procedures in systems adopted by the district in collaboration with the Director of Business ERP Information Systems.  Collaborates in expanding the district’s purchasing cooperative management in multiple states. 



 1.Achieves financial excellence in CNP through direct management of 100% of campuses meet the campus fund balance goal by June 30. 

  • Assists in creating, implementing, presenting and managing the CNP budget of over $50 million and staffing model of over 400 employees 
  • Provides strategic and tactical leadership in the areas of revenue and expense management, budget tracking, commodity entitlement allocation and depletion, and procurement procedures 
  • Collaborates with Regional Directors of Operations (RDOs) to mentor and support Assistant Principals of Operations (APOs) on best practices, analysis and tracking mechanisms to ensure effective monitoring of progress toward goals (PTGs) and driving results 
  • Oversees the evaluation of contracts and vendor selection process to ensure federal, state and local compliance requirements are met 
  • Creates policies, procedures and strategies for goal management of fund balance across the district.  Training CNP teams on process of data visibility, adult culture and escalation process to meet fund balance goal 

 2.Decreases the cost of CNP supplies, kitchen equipment, and contracted services by 3% over prior year 

  • Implements an innovative procurement process to improve our product quality and build a culture of long-term savings 
  • Leads contract negotiations and recommends changes to improve contract terms, conditions and procedures to ensure best value pricing and high-quality standards are consistently met  
  • Develop and implements a contract management process that ensures vendors adhere to established contract terms and conditions 
  • Collaborates in the development and final approval of CNP’s kitchen equipment bid specifications in conjunction with the Construction and Operations teams and third-party Construction Project Managers 



 3.Increase the district’s Identified Student Percent by 1% over prior year. 

  • Provides strategic and tactical leadership in the areas of Community Eligibility Provision (CEP) analysis, budgeting, training, and increasing identified student percentage 
  • Analyzes the financial impact of continuing and expanding CEP in multiple regions and identify which schools qualify for CEP participation 
  • Communicate with district executive leadership the strategy and expansion of CEP 
  • Oversees the annual approval of CEP by state agencies in multiple states and ensures compliance requirements are executed by the finance team to maintain program eligibility 

 4.Ensure the district meets the food cost targets for each region for breakfast, lunch, snack and supper. 

  • Analyze the menu cost analysis and food cost on a monthly basis for all meal services and collaborate with the CNP Nutrition team to ensure total cost for meals are within budgeted food cost targets 
  • Collaborates with purchasing cooperatives in preparing bid specifications and evaluations for CNP food vendors 
  • Leads contract negotiations with food vendors and recommends changes to improve contract terms, conditions and procedures to ensure best value pricing and high-quality standards are consistently met 

 5.100% of programmed schools in operation with vendors procured, state program applications approved and food ready by FDOS 

  • Supports IDEA’s beginning of year management strategy by developing cross-functional frameworks that result in standardized and replicable processes, implementing these processes consistently and timely across the district, and creating the infrastructure to produce and disseminate best practices to campuses 
  • Builds best-in-class tools and mechanisms that generate measurable data for continuous improvement opportunities and meet IDEA’s organizational needs 
  • Communicates expectations, develops professional development and integrates IDEA culture in partnership with campus and regional leaders to ensure an excellent parent, student and staff experience on the first day of school 
  • Ensures that by the first day of school the following is completed: 100% of procurement and contracts are following state requirements, menu cost analysis is completed and within specified budget, CNP staff have access to spend DoD moneys and receive commodities, purchasing policies and procedures updated with new state and federal guidelines

  • Education: Bachelor Degree in accounting, finance, or business administration, MBA preferred 
  • Experience: 5 years of experience in a leadership role.  Experience with child nutrition and financial management

Knowledge and Skills: 

  • Strong organizational, communication and interpersonal skills 
  • Computer literacy (i.e. Microsoft Office); Excel software experience required 
  • Ability to work under pressure, multi-task and meet deadlines with a high degree of accuracy 
  • Ability to follow verbal and written instructions 
  • Knowledge of local, state, and national policy of managing food service programs: National Breakfast Program, National School Lunch Program, and Child and Adult Care Food Program, and the Community Eligibility Provision. Ability to comply with federal, state, and local laws as well as board policy in food service area 
  • Knowledge of state audit processes for internal, external, single audits and state audit reviews 
  • Strong mathematical and accounting skills 
  • Strong analytical skills with ability of converting raw data into meaningful analysis and recommendations 
  • Technical expertise regarding data models, database design development, data mining and segmentation techniques.

  • Salaries for this role typically fall between $65,000 and $91,000 commensurate with relevant experience and qualifications. This role is also eligible for a performance bonus based on individual and organizational performance and goal attainment.
