JOB To manage and implement redevelopment activities within the Bayshore Gateway Triangle Community Redevelopment Area (CRA). Coordinates assigned activities with other County Departments, State and Federal Agencies and private-sector developers. Provides community outreach and education regarding the redevelopment efforts. Reviews and analyses economic trends and development impacts. Conducts special studies and projects. EXAMPLE OF DUTIES Assists with the implementation of the Bayshore Gateway Triangle Community Redevelopment Plan implementation through community outreach and project management including:Management of the Community Redevelopment Agency (CRA) grant programs. Evaluates existing program and makes recommendations on improvements. Assist applicants with the paperwork and processes.Liaison with private developers and Growth Management staff regarding development opportunities within the CRA Boundaries. Mediates and negotiates between private sector and CRA to implement the CRA Redevelopment Plan.Provides guidance on the Collier County Land Development Code and assists with land development code changes necessary to implement the CRA Plan. Attends pre-application meetings between developers and Growth Management staff to provide cursory review of a proposed project, and to identify and explain any potential conflicts with the CRA Redevelopment Plan. Coordinates with CRA staff on recommendations for revisions. Assist in drafting new policies and procedures relative to implementation of CRA Redevelopment Plan.Maintains contact with local existing businesses, evaluating needs and incentives. Provides information on projects and programs. Responds to inquiries and resolves complaints. Provides updated content to CRA website and social media platforms as directed. Coordinates neighborhood events/meetings.Identifies, prepares and presents grant applications to secure funding for various capital and non-capital projects, administers grant awards and ensure compliance with grant requirements.Prepare annual overview of economic conditions in the CRA to share with the Boards and community. Conduct additional market analysis as directed. Develops and maintains a five-year capital improvement project management system.Assists with the development of scope of work for outside consulting services as directed, coordinates the selection and management to assure consultants stay on schedule and within budget.Prepares and delivers written and oral presentations on the redevelopment efforts and specific programs and projects to a variety of civic groups, boards, commissions and other interested organizations. MINIMUM QUALIFICATIONS Bachelor's degree (Master's degree preferred) in Planning, Business Administration, Public Administration, Landscape Architecture, Architecture or a related field; supplemented by six (6) years previous experience in redevelopment, economic development, planning or development. Must possess and maintain a valid Florida Driver's License with any applicable endorsements and maintain eligibility requirements and endorsement(s) to drive a County vehicle as provided in CMA 5805. Fingerprinting required.
