Carpenters - Employers Apprenticeship Training Trust Human Resources Generalist Job Description Position Summary The human resource generalist is responsible for performing HR-related duties on a professional level and works closely with senior CEATT management in supporting all CEATT offices in Washington State. This position carries out responsibilities in the following functional areas; employee relations, administrative staff training, performance management, onboarding, policy implementation, recruitment/employment, affirmative action and employment law compliance. Scope of Responsibility Incumbent is to be familiar with department operations and is able to work with minimal assistance. Working under general management guidance, incumbent sets precedent within imposed limits and administers operating rules and procedures. Incumbent performs advanced troubleshooting and analyses, using educated judgment to select from multiple alternatives, which may have a significant impact on the organization. Incumbent must frequently interact with other employees and outside vendors to provide detailed procedural processes and explanations and must also occasionally negotiate basic agreements. Incumbent must have the ability to exercise discretion regarding confidential matters. Administers various human resource plans and procedures for all organization personnel; assists in the development and implementation of personnel policies and procedures, maintains the employee handbook and the policies and procedures manual. 2. Participates in developing department goals, objectives and systems. 3. Administers the compensation program; monitors the performance evaluation program and revises as necessary. 4. Communicates benefits information to employees as needed and in collaboration with Carpenters Trust of Western Washington, for group health plans and pension plans. 5. Maintains affirmative action program and maintains other records, reports and logs to conform to EEO regulations. 6. Assists with recruitment efforts for all exempt and nonexempt personnel, conducts new-employee orientations; monitors career-pathing program; and writes and places advertisements related to employee recruitment. 7. Handles employee relations counseling, outplacement counseling and exit interviewing. 8. Participates in staff meetings and attends other meetings and seminars as required. 9. Maintains company organization charts and the employee directory. 10. Assists in employee evaluation reports in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed. 11. Maintains human resource information system records and compiles reports from the database. 12. Maintains compliance with federal, state and local employment and benefits laws and regulations. 13. Analyzes data and makes recommendations to the management team for corrective action and continuous improvement of administrative staff. 14. Responds to all Union, EEOC and NLRB charges. 15. Maintains all employee and applicant documentation as dictated by governing agencies and per CEATT policies and procedures. 16. Manages and tracks all employee disciplinary action. 17. Coaches, counsels and collaborates with managers before executing employee disciplinary actions. 18. Maintains and processes all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner. 19. Monitors tardy and absenteeism reports and ensures proper documentation is issued on employees who have excessive tardiness or absenteeism problems. 20. Collaborates with payroll department to provide reports related to vacation, sick leave, personal time off and holiday use. Maintains and distributes report of same to Executive Director. 21. Maintains employee personnel files. 22. Maintains, updates and distributes the employee phone list. 23. Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits I-9 processes. 24. Distributes and monitors employee performance evaluations and ensures they are completed in a timely manner (i.e., three months, six months, one year and yearly thereafter). 25. Updates, monitors and maintains, in conjunction with payroll department, eligible salary adjustments/increases based on collective bargaining agreements and/or three-and six-month and one-year evaluations. 26. Reports, maintains and monitors all workers' compensation case files; follows-up on open cases. Minimum Qualifications A bachelor's degree and three to five years of HR experience, or a master's degree in HR management and two years of experience in the HR field, or seven years of experience in the HR field, or any similar combination of education and experience. Preferred Education and Experience Masters' degree in human resources or related field. SHRM Certified Professional (SHRM-SCP) or SHRM Senior Certified Professional (SHRM-CP) credential. 4-6 years of human resource experience. Supervisory Responsibility This position manages all employees of the administrative office staff and is responsible for the performance management and hiring of the employees within that department. Position Type/Expected Hours of Work This is a full-time position, and hours of work and days are Monday through Friday, 8:00 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand. Travel Travel throughout the state of Washington may be occasionally required for this position.
