Related positions are contingent on board approval. Coordinates the creation and facilitation of training, guidance and support to Baltimore City Public Schools' (City Schools) staff as it relates to the implementation plan, the Individualized Education Program (IEP) process and Least Restrictive Environment (LRE) in order to ensure compliance with special education federal, state and local regulations. Provides technical assistance and training to central office and school-based staff to ensure that IEP teams make high-quality decisions for students with disabilities. Essential Functions Provides leadership in the creation, implementation and monitoring of high-quality IEPs across the district. Coordinates and conducts activities related to school special education monitoring and compliance process. Plans, coordinates and conducts audit activities from pre-audit through report dissemination with school-based staff. Develops and revises Special Education Compliance Manual and Administrator?s Guide to Special Education. Develops and disseminates technical assistance and guidance materials to ensure consistent implementation of policies and regulations by all school employees including teachers, related services staff and administrators as it relates to students with IEPs. Coordinates the development of IEP training modules and provides school-based teams with technical assistance. Analyzes and utilizes state and district Special Education Data to make programmatic decisions about supports for students and schools. Monitors data in collaboration with Special Education data team in Office of Achievement & Accountability (OAA) to ensure Maryland online IEP updates and revisions are available for easy and timely access by IEP team members. Works collaboratively with the Director of Inclusion, Special Education Liaisons (SELs), Office of Teaching & Learning, and College & Career Readiness to provide technical support to schools in the creation, implementation and monitoring of high quality IEPs. Works collaboratively with the Third-Party Billing Office, the Office of Legal Counsel (OLC) and all other offices supporting special education to assure compliance with federal, state and local regulations. Organizes and provides professional development and technical assistance to school-based staff that will support teachers, administrators and related services staff in creating, implementing and monitoring IEPs and/or educational placement decisions. Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follow federal laws, state laws, school boards policies and the professional standards. accountabilities Monitors to ensure the appropriate and timely delivery of high-quality special education services. Works collaboratively with others to provide clear, consistent and compliant information about instruction to support students with IEPs. Coordinates and monitors the timely submission of MSDE Correction Action and Implementation Plans. Ensures City Schools? compliance with relevant federal, state and local regulations regarding students with disabilities. Provides professional and courteous service to all City Schools? clientele to include employees, parents, advocates and community agencies. Meets established goals and objectives for allocated projects within designated timeframes. Maximum Salary 106548.00 Minimum Salary 82607.00 Desired Qualifications Master?s degree in special education or a related service area. Degree must be from an accredited college or institution. Valid Maryland State Department of Education (MSDE) Advanced Professional Certificate required. Three years of teaching and/or related services experience working with students with special needs. Thorough knowledge of federal and state legislation and guidelines governing the education of students with disabilities. Thorough knowledge of federal and state legislation guidelines governing the IEP process. Ability to plan and deliver training and professional development surrounding IEP creation, implementation and monitoring. Knowledge of disciplinary issues regarding students with disabilities. Ability to develop and maintain effective working relationships with a wide range of school staff, community agencies, and federal, state and local officials. Effective leadership and management skills that demonstrate the ability to accomplish successful educational outcomes. Excellent verbal and written communication skills, including the ability to make effective presentations to diverse audiences. Interpersonal skills that ensure effective team building.
