Under the leadership of the Executive Director of Whole Child, the Director of Enrollment, Choice, and Transfer provides direction, oversight, and technical assistance for student placement strategies. This includes overseeing the implementation of system-wide enrollment activities and the choice and transfer process. The Director also manages the development and implementation of policies impacting the administration of student enrollment, choice and transfer plans, out of county living arrangements and informal kinship care, out of city residency and tuition, and processes and procedures for the data collection for student choice, enrollment, and transfers. Essential Functions Directs the development and implementation of enrollment, choice and transfer policies and procedures that reflects City Schools? mission. Develops and maintains an effective system for data collection, analysis and dissemination of information related to student assignment and transfer. Develops and supports implementation of systems to analyze improvement and revisions of City Schools? choice process. Collaborates with finance office to facilitate tuition payments for non-resident students. Coordinates with finance and other LEAs to process payments for out-of-county living arrangements. Coordinates with other district offices to inform district level policy and practices. Supports the training of school-based staff regarding Infinite Campus enrollment to ensure efficient and effective timelines for student enrollment. Coordinates with homeless liaison around proper procedures for enrolling students under the McKinney Vento Act. Develops policies, procedures and best practices to improve the delivery and implementation of school choices. Analyzes, interprets, prepares and reports data on student transfers and withdrawals. Develops and manages the department personnel and operating budgets. Supports the reengagement center through administration of City Schools? enrollment and transfer policies, as well as providing applicable resources. Provides leadership in the development, design, review, implementation and periodic reevaluation of project plans and strategies to support the attainment of district enrollment goals and objectives. Provides leadership in the planning, development and provisions of City Schools? enrollment, choice and transfer process for city residents, non-residents and international students. Provides guidance regarding voluntary transfer requests from parents/guardians to reassign students to schools other than their zoned schools based on student interest, i.e. Middle and High School Choice programs. Ensures high quality customer service for students and families by providing leadership and guidance to staff and implementing best practices for kind and competent customer service. Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards. Maximum Salary 126000.00 Minimum Salary 94500.00 Desired Qualifications Master?s degree in education, administration, special education or related field from an accredited college or institution. Three years? experience working in a public school, preferably in an urban setting. Five years? experience as a school administrator or supervisor. Documented knowledge of McKinney Vento and processes for enrolling homeless students as well as students under Informal Kinship Care and other agencies. Documented knowledge of federal and state legislation and guidelines governing education and discipline of students and student assignment. Excellent verbal and written communication skills, including the ability to make persuasive presentations. Ability to complete assignments accurately, and within specified timelines. Excellent verbal, written and interpersonal communication and presentation skills. Documented experience in developing and facilitating professional development. Proficient use of technical computer applications, including Microsoft Office, particularly Excel, Word, PowerPoint and Access.
