Motivation Race and educational inequity have been intertwined throughout our nation’s history. On May 17, 1954, in the Brown v. Board of Education ruling, the Supreme Court observed “… it is doubtful that any child may reasonably be expected to succeed in life if he is denied the opportunity of an education. Such an opportunity, where the state has undertaken to provide it, is a right which must be made available to all on equal terms.” However, oppression, inequity, and violence still obstruct the path to self-determination and a life full of choices for young people from historically marginalized identities.  In fall 2017, Xiomara Padamsee and her team of nearly a dozen professional talent advisors formed Promise54 -- driven by the conviction to help organizations deliver on the promise implied in the Supreme Court’s 1954 ruling. We envision a day when organizations committed to educational equity have maximum impact because they have the right people excelling in the right roles, their teams reflect the communities served, their cultures are inclusive, and their internal structures are equitable. Essentially, Promise54 helps adults to thrive so that they can do their best work for students, families, and communities. Organization Promise54 is a nonprofit 501(c)3 with a small, strong, passionate, and growing team of 20+ experienced advisors. Our partnerships balance investments in people and the organizational systems and culture around them, spanning topics such as recruitment systems, competency modeling, compensation, performance management, change management, board development, management / leadership development, communications, decision-making and more. Externally, Consultants serve on client project teams by identifying issues, forming hypotheses, designing and conducting analyses, building models, synthesizing conclusions into recommendations, developing work plans and, ultimately, helping to implement change with our clients. Throughout an engagement, a Consultant is directly involved in discussions, presentations, and workshop facilitation with client leadership. Internally, Consultants work closely with Promise54 Partners and Associate Partners. Duties and Responsibilities In that context, the Consultant’s primary responsibilities and duties will be to take on client and team leadership responsibilities, as described above, and specifically:  partner with clients to develop sustainable and impactful talent strategies and implement these plans to address the hardest people-related issues in response to real-world, time-sensitive challenges brought forward by the client; develop and execute work with independence and a high degree of ownership, but also work in close collaboration with the internal team producing client deliverables (reports, analysis, decks, recommendations, presentations, facilitation, plans, etc.); perform quantitative and qualitative analysis on core issues for clients; generate and synthesize insights; gather data through interviews, focus group facilitation, and desk research; manage client meetings/calls with independence, strong preparation, and follow-up; serve as a thought partner and engage in team problem solving by sharing best practices and leveraging internal and external networks; write and deliver high-impact presentations, strategic plans; take on internal roles and projects to build out Promise54’s key capabilities; and generate creative, action-oriented insights and recommendations for both internal and external improvements. Requisite Experience, Skills, and Personal Characteristics First and foremost, the Consultant must share Promise54’s conviction that organizations will best maximize their impact and truly thrive when their teams are diverse, their cultures are inclusive, and their practices model the equity they wish to see in the world.  The ideal candidate will have training and experience from a management consulting organization, bring an understanding of relevant issues in education equity. In addition, the successful candidate will have the following professional experience: at least three to five years’ professional experience in a role requiring project management, and analytical problem solving, preferably at an established consulting firm serving external clients; experience working in or with schools and/or organizations supporting schools; and a well-rounded interpersonal skill set with the presence and capacity build relationships, work effectively in teams, and facilitate joint problem-solving with clients and team. Candidates must also have the following skills: an understanding of – or better: a deep familiarity with – the national education sector in the U.S. and past efforts to reform its systems and practices, particularly those related to the challenges facing young people from historically marginalized identities; capacity for client services demonstrated by comfort with organizing ideas, translating ambiguity into clear direction, and the ability to develop compelling written communications and presentations, including PowerPoint decks; analytical inclination demonstrated by a strong grasp of key takeaways from data sets and visuals, quantitative fluency, and comfort with basic data analysis; the ability, willingness, and—ideally—comfort with working virtually; agility in Excel and PowerPoint; strong communication skills, both verbal and written; the ability to prioritize among many different projects and tasks at once; and consistent follow-through.  Finally, candidates should demonstrate the following personal characteristics : unwavering commitment to Promise54, its mission, and its core values; sound judgment and discretion with respect to critical information and decisions; attention to detail; a highly self-motivated work style and willingness to proactively take on leadership roles within project teams; maturity, flexibility and comfort working in a small organization, often autonomously; integrity; and a sense of humor. TCDD MISSION:  The mission of the Texas Council for Developmental Disabilities (TCDD) is to create change so that all people with disabilities are fully included in their communities and exercise control over their own lives. POSITION OVERVIEW:  Per a Governor’s Executive order, the Texas Education Agency is the designated state agency for TCDD, and as such provides administrative support to hire and select the best talent to support TCDD’s mission. TCDD operates as a separate government entity of TEA and manages its federal award separately. TCDD offices are located on E. Oltorf in Austin, Texas. TCDD is governed by a 27-member governor appointed Council. The Texas Council for Developmental Disabilities (TCDD) is seeking a senior-level Grant Management Director to join our team and play a critical role in overseeing and supervising the grants team and monitoring assigned grant projects approved by our Council. The Grants Management Director is responsible for the accountability of federal grant funds and monitoring them for compliance in accordance with state and federal laws, rules and regulations, and TCDD policies and procedures. Fiscal monitoring of grants may include monitoring budgets and workplans, processing quarterly reports, annual continuations, program revisions, grantee reimbursements and writing final project reports. The Grants Management Director is also responsible for developing and providing division strategic direction, quality assurance, and technical assistance. The Grants Management Director supervises a staff of three Grant Coordinators and provides oversight to their activities and assignments, conducts performance evaluations, training and continuing education. The Grants Management Director may provide input into the development of new initiative proposals, executive summaries and the review of grant applications. The Grants Management Director provides excellent customer service and support and is the liaison between grantees, Council members and TCDD division leads. The Grants Management Director will report outcomes at quarterly Council meetings to inform and support Council funding decisions and may provide input to the Annual Performance Progress Report (APPR). The Grant Management Director is expected to work independently and use initiative to perform essential functions. This position may require minimal travel within the state of Texas to perform on-site monitoring, attend grantee events and council meetings. This position reports to the TCDD Executive Director. TCDD is responsible for awarding and administering over $3 million in federal funds to organizations that assist people with developmental disabilities to achieve their potential for independence, productivity and integration into their communities by awarding grant funds to subrecipients who develop a comprehensive system of service and supports in Texas. The Grants Management Director may be responsible for monitoring between 5-10 grants during the grant’s life cycle, which can range from 1 year to 5 years. Adjust policies and procedures related to technical assistance and ensure grantees and staff are complying. Oversee the grants data collection and monitoring tools and make recommendations for updating and or changing reporting system and forms as needed. Develops and provides customer service support to colleague organizations, grantees, or other external organizations related to federal grants. Reviews stipend, new grant and annual continuation applications and provides analysis to Council members to inform funding decisions. Evaluate and provide summary of workplan and budget justifications that outline whether proposed expenses are allowable, allocable, and reasonable. May recommend edits and conduct negotiations if needed. Provide professional development and ongoing training as needed.   Qualifications   MINIMUM QUALIFICATIONS: Education:  Graduation from an accredited four-year college or university. A degree in Business Administration, Public Administration, Accounting or Finance is preferred.  Experience:  At least six (6) years of experience in monitoring federal grants and contracts with an understanding of federal compliance in accordance with federal laws, rules and regulations. At least three of those years should be in a leadership or supervisory capacity or experience with general management and operations. At least 3 years of experience is required in using budget and accounting principles and/or fiscal management applications to document accountability and monitoring of grant funds and expenditures. Substitutions:  Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis. OTHER QUALIFICATIONS: Be familiar with federal and state policies and procedures, principles, regulations, and guidelines for federal grants management. Founded in 2006 by East San Jose native and National Board Certified Teacher Frances Teso, Voices is a public charter school network with a mission to prepare all students for the challenges of higher education through the context of an academically rigorous dual-language program. With the Voices dual-immersion model, students receive 80% of instruction in Spanish and 20% in English starting in kindergarten. The percentages shift by 10% per year until reaching 50:50 in third grade. As a result, every student, regardless of home language, graduates bilingual and biliterate in English and Spanish. In 2019-20, Voices will operate four public charter schools: Voices-Franklin McKinley (K-8), Voices-Morgan Hill and Voices-Mt.
