The person in this position works directly for MCIE and collaborates with the Maryland State Department of Education to promote effective, high quality services for learners with disabilities in local Maryland public schools. This position serves as a resource to school districts and leadership teams in the interpretation of IDEA and applications of special education law in local schools. The specialist's primary responsibility is providing expertise in the delivery of specially designed instruction in order to positively influence local policy, professional learning, and practice.The person in this position:designs resources, including electronic print products, for statewide dissemination and local public schools throughout the state to guide the delivery of special education services;gathers and analyzes data when needed to help local jurisdictions develop priorities for improvement and evaluate the impact of their work;provides technical assistance, including professional development, for sharing information and teaching stakeholders implementation strategies for specially designed instruction;maintains a database log to monitor the delivery of technical assistance;reviews professional literature to find and maintain knowledge of best and evidence-based practices;develops annual reports on the outcomes of state initiatives;develops plans for special projects to support local school system implementation of evidence based practices; knows national policy and practice related to assessment and instruction for children and youth with disabilities in public education;provides support to State Department staff in preparation of materials or activities related to the professional learning and implementation of specially designed instruction.EDUCATION: A Master's Degree in Special Education or a related field.EXPERIENCE: Five (5) years of professional experience in designing and deliverying specially designed instruction; experience in developing professional workshops and other training opportunities for public school staff.ESSENTIAL REQUIREMENTS:Knowledge of special education delivery, policies, programs and issues; skill in communication and team building to promote effective and efficient project development; ability to manage multiple tasks; ability to establish and maintain harmonious working relationships with local school systems and public agencies, ability to clearly communicate orally and in writing.Only applicants who meet the essential education, experience and requirements will be considered.
