Overview Starting as one school in 1999, the Noble Network of Charter Schools (Noble) has grown to serve more than 12,000 students from 70 different communities at 18 separate campuses in Chicago, Illinois. The Noble Network of Charter Schools is Chicago’s largest and highest performing non-selective public school network. In 2015, Noble won the Broad Prize for Public Charter Schools awarded to the highest-performing network of charter schools in the country. As an organization of over 1,400 full-time employees, tens of thousands of students and alumni, an operating budget of over $160 million dollars, and a growingly complex education and political climate, Noble is seeking a general counsel to lead Noble’s legal work and serve as primary counsel on day-to-day education and business matters. About Noble Noble is Chicago’s highest-performing and largest network of public charter high schools. Our 18 schools and 1,400 employees currently serve over 12,300 students, 98% of whom are students of color, 89% low-income, and 83% first-generation college goers. The School Quality and Rating Policy scores for the Chicago Public Schools rated Noble campuses as ten of the top fifteen public high schools in the city. Role Over and Key Responsibilities The Director of Safety and Security (DSS) is responsible for developing and implementing the best-practice processes and strategies needed to create safe and secure environments for 12,000 students and 1,300 staff across Noble’s 18 campuses. This position also supports campuses with security needs that arise on a day-to-day basis. Extraordinary service to our students and staff is the expectation without exception. The DSS must be a servant-leader who is kind and approachable, with a high degree of diplomacy and adaptability. The DSS must also be able to respond quickly to crises as they occur during or outside of school hours. The DSS reports to the Chief Operating Officer and will be expected to: Develop and implement a long-term strategic plan resulting a consistent, sustainable, and values-aligned climate of safety and security for all students and staff. Implement and maintain best-practice security, emergency response, and emergency preparedness policies, procedures, and programs. Plan, coordinate, and direct activities related to Noble’s emergency response protocols, ensuring swift, smart, and comprehensive attention to crises as soon as they arise. Serve as Noble’s liaison to CPS, law enforcement, community groups, and social services organizations for all safety and security issues. Design and implement an effective safety compliance auditing and monitoring program to prevent, detect, and mitigate deficiencies in Noble’s safety policies and procedures. Support and counsel campus staff and students as needed in the event of a catastrophic event. Develop, implement, and monitor policies and procedures for running best-practice safety drills (e.g., evacuation, shelter-in-place, armed intruder, and bus drills). Partner with Noble’s Facilities and IT departments to surface and implement the capital improvements needed to harden our building assets. Develop the tools and analyses required to make data-based decisions regarding the ongoing security needs of our campuses (e.g., data may suggest that a neighborhood is experiencing a particularly high number of violent crimes resulting in the deployment of additional security resources to a campus). Develop and implement security plans for special events. Develop materials and provide training for staff on areas such as emergency preparedness, crisis management protocols, and other security and safety subjects. Work closely with the Director of Student Services, the Director of Culture and Support, the Director of Human Resources, and General Legal Counsel to ensure security issues and incidents are handled properly, with a particular focus on the physical and emotional wellbeing of students involved in traumatic situations.
