What do you do all day?
At NMSI, our people mean everything to us, they are the lifeblood of the organization. Without our staff, NMSI is just an idea. The Manager, Human Capital Operations will play a key role in supporting the functions that enable our staff to do their best work. Specifically, the Manager serves supports critical work streams like benefits administration, compliance, new staff orientation, offboarding, payroll and employee relations. The Manager will also serve as the HRIS administrator.
The Manager, Human Capital Operations reports to the Director, Human Capital. This full-time role is based out of our main office in Dallas, TX.
What are the details?
Implement appropriate pay, benefit, incentive, leave of absence, separation, and severance processes (e.g. working with finance to process payroll, working with IT to effectively offboard staff)
Administer 401(k) plan for the organization and make recommendations for optimization as necessary
Comply with the laws and regulations governing compensation and benefits and seek out best practices
Assist in the collection of compensation and benefits data from various sources (e.g., salary surveys, market trends) as directed
Administer benefits for the organization to include enrollments, changes, reconciliation, and staff communications
Support payroll process by tracking bi-weekly exceptions, conducting payroll quality checks, overseeing state and local tax registration, monitoring compliance with state/federal wage and hours laws
Practice confidentiality and professional behavior in all formal and informal interactions with staff
Provide guidance to staff regarding organizational policies and procedures
Manage process of intaking, resolving and elevating employee issues as needed
Conduct investigations into low-stakes employee misconduct and suggests disciplinary action when necessary
Manage low-stakes staff grievances and discipline processes
Ensure personnel files are kept up to date and stored securely
In partnership with the Manager, Talent Management and Analytics, support the coordination of NHO (New Hire Orientation)
Facilitate new hire orientation sessions on Human Capital policies, benefits, and new hire paperwork
Oversee and ensure compliance of appropriate pre-employment screening and regulations (e.g., criminal background checks)
Support the Director, Human Capital in resolving any pre-employment issues
HRIS Management and Technology
Optimize Paycom to promote efficiency and accuracy of information
Develop and implement self-service approaches that enable managers and employees to perform basic people-related transactions in Paycom (e.g., scheduling, timekeeping, compensation administration, benefit enrollment, information changes)
Train managers and staff on how to use HRIS platforms when necessary
Own ad-hoc Paycom report creation to support HC functions
Own Paycom account management including maintaining user access groups, ensuring employee profiles are accurate, closing terminated accounts, and troubleshooting
Ensure staff and managers have access to the appropriate information in Paycom to successfully do their job
Knowledge Management & Operations
Develop and implement an effective and efficient system for maintaining the Org Chart
Develop content and resources for an internal and external HC Team virtual workspace to promote effective knowledge sharing
Develop Standard Operating Procedures for the HC Operations function
Maintain employee handbook
Employment Law & Regulations
ACA, DOL, and 401K compliance and reporting
Conduct compliance audits as needed.
Maintain current, expert knowledge of relevant city, state and federal employment laws
Establish effective systems for complying with appropriate employment laws to ensure compliance across HC functions100% of the time (e.g., FLSA and FMLA)
Ensure that HRIS platforms facilitate compliance and reporting requirements (e.g., OSHA, EEO, OFCCP)
Human Capital Administration
Maintain all personnel files in compliance with applicable legal requirements
Manage COBRA eligibility determinations, activations, terminations, and audits
Monitor and update document retention processes
Manage unemployment claims and requests for information
Oversee workers’ compensation claims and reports
Coordinate state tax registration processes
Respond to employment verification requests
Other duties as assigned.
What are we looking for?
Education & Experience – You have a bachelor’s degree and have 5+ years of HR professional experience in benefits administration, compliance, payroll and employee relations. PHR or SHRM-CP required. Experience working in a multi-state organization highly preferred. Experience with Paycom a plus.
