Basic Function: Responsible for supporting district initiatives by analyzing and interpreting operational data to provide informed decisions. Coordinates and performs research relating to human capital management in SBCSC, including but not limited to teacher retention, employee compensation, and educator effectiveness. Provides data interpretation and presents findings to decision makers and other stakeholders. Works with Human Resources and Information Technology in developing plans for systems development and data collection.
Essential Duties & Responsibilities:
Conduct research relating to human capital in SBCSC, including employee retention, attendance, compensation, and evaluation. Design and create reports on each topic for school and district stakeholders.
Provide data interpretation and presentations to Cabinet and relevant department heads. Participate in the development and implementation of district strategies to evaluate operational and instructional activities. Create dashboards and visualizations for analyzing employee retention and performance data, and assist administrators in utilizing and interpreting interactive reports.
Collaborate with the Chief Operating Officer and Human Resources on research and monitoring of key performance indicators for the department. Coordinate the development and submission of state and federal reports relating certified employees and educator effectiveness.
Collaborate with the Chief Information Officer and Information Technology in analysis of current systems and processes relating to operational effectiveness. Research procurement and implementation of tools and software relating to human capital management, including payroll and accounting systems. Participate in the evaluation and implementation of such systems.
Consult with departments on operational analysis of current systems and proposed initiatives, and participate with cross-departmental teams on cost analysis and internal program evaluation.
Conduct interviews with stakeholders to ascertain data needs relating to compensation and retention, and determine appropriate metrics to guide department planning and performance measurement. Ensure the establishment of key performance indicators and methods of evaluation for key district and departmental initiatives surrounding employee performance and development. Oversee and adhere to the requirements of projects.
Maintain current knowledge of educational methods, practices, theories and standards related to human capital management, and related laws, codes, regulations, policies and procedures; develop and implement new and innovative educational programs and support services.
Perform other duties as assigned by the administrator.
Qualifications: Master’s degree in Public Policy, Public Administration, Business, or any related field. Must have strong planning, administrative, analytical, computer, organizational, accountability, and oral and written communications skills. Incumbents must possess knowledge of the comprehensive organization, operations policies and objectives of assigned department or area. Must have the ability to work with statistical and data visualization software.
