The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.This is a 10-day posting, which will close on May 11, at 11:59pm.Position Overview: The Director of Program Data Systems provides strategic, product-oriented, and people leadership for the design, development, and delivery of TEA's program data systems and tools supporting statewide initiatives across early childhood, K-12, and college and career readiness.
Located within the Analytics Division in the Office of Analytics, Assessment, and Reporting, this position leads a high-performing, multidisciplinary technical team responsible for building customer-centered, scalable data platforms and performance tools. These products enable program leaders and decision-makers to translate data into actionable insights and measurable impact. The role blends technical leadership, product management, and human-centered design, with a strong emphasis on setting clear priorities, coaching and developing talent, and delivering high-quality solutions that meet real user needs.
This role owns the end-to-end strategy and roadmap for program data systems and serves as product owner for enterprise platforms, including the Program Area Data Lake and the Texas Education Exchange. It ensures data solutions are secure, resilient, and compliant with governance standards, while advancing agency priorities. Through matrixed leadership and close stakeholder collaboration, the role brings together program, technology, and analytics teams to deliver high-value data products that are intuitive to use, scalable across programs, and built for long-term sustainability.
Success in this role is measured by both the adoption and impact of the data products delivered and the strength, effectiveness, and growth of the teams that design and support them. This position is well-suited for leaders experienced in public sector, consulting, or product-driven private-sector environments who are motivated by mission-driven work and complex, enterprise-scale challenges.

1. Overall Initiative Strategy: Defines and leads the vision, strategy, and roadmap for program data systems at TEA. Sets direction for how program teams collect, store, access, govern, and visualize data to support both internal operations and external engagement, including the development and enforcement of data standards and governance policies.
2. Program Area Data Lake: Serves as product owner for the Program Area Data Lake, leading both the technical implementation and the team's application of effective product management and human-centered design practices. Establishes and evolves team processes for product discovery, prioritization, delivery, and continuous improvement. Coaches staff to deeply understand user needs, translate those needs into clear and actionable product requirements, and iterate based on user feedback and performance data.
3. Program Team Data Enablement & Tool Adoption: Leads and supports agency-wide adoption and effective use of the Exchange and other data tools to strengthen program teams' use of data for planning, monitoring, and reporting. Partners with program teams to understand data use needs, identify barriers to adoption, and guide improvements to tools, documentation, and processes that enable consistent, high-quality data use across the agency.
4. Stakeholder Management: Builds strong relationships with internal and external stakeholders to ensure solutions meet high-priority needs and are aligned to other agency data systems. Uses a cross-functional matrix management approach to coordinate work that spans across multiple departments, where no direct reporting relationship exists.
5. Team Management: Effectively manages a high-performing team.
Qualifications:Minimum Qualifications• Education: Graduation from an accredited four-year college or university
• Experience: At least six (6) years of experience in program management, analytics, product management, or related fields
• Substitutions: An advanced degree may substitute for two years of required experience
Other Qualifications• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Supervisory experience preferred
• Passionate about working with data, measuring performance, and making decisions based on quantitative reasoning
• Experience applying agile product management practices, including defining product vision, developing roadmaps, prioritizing backlogs, and managing delivery against user needs and agency goals
• Experience using human-centered design or user-centered design approaches to understand user needs, co-design solutions, and iterate based on feedback and performance data
• Ability to translate complex program, policy, or operational needs into clear product requirements, success metrics, and actionable work plans
• Strong judgment in balancing user needs, technical constraints, timelines, and organizational priorities to deliver high-value products
• Superior project and time management ability
• Ability to navigate ambiguity, learn quickly, and solve new and dynamic operating problems
• Ability to lead projects and project teams, work in a team environment and maintain working relationships with a variety of people and groups
• Excellent communication skills with ability to express ideas clearly verbally and in writing

• Familiarity with Ed-Fi data standard preferred
• Familiarity with AWS tools, especially AWS S3, AWS Glue, and AWS Athena
• Experience with data visualization tools like Power BI, Tableau
• Experience with Smartsheet is preferred
• Proficiency with Python and SQL is preferred
