Job Description

The Office of Information Technology works closely with all agency divisions to implement innovative technology solutions in a cost-efficient manner that supports the goals and priorities of the Texas Education Agency. The Office of IT provides efficient technology solutions and stellar customer services to internal staff, 20 Educational Service Centers, and 1,200-plus public-school districts and charter schools. The following services are provided by IT: leadership on IT initiatives; guidance on security/policy issues; new application development/enhancements; software acquisition; technical support; assistance with technical sections of purchasing documents such as Request for Information (RFI), Request for Offers (RFO), Request for Proposals (RFP); and oversight on the data collection process which helps to support and improve outcomes for all of Texas' 5 million-plus students.

Position Overview

The Power Platform Administrator manages and optimizes TEA's Microsoft Power Platform, Power BI, Microsoft Fabric, and AI environments by overseeing security, governance, compliance, user access, and platform administration. This role provides technical support, training, and guidance while leading Power BI report development and administration, Fabric Capacity management, platform integrations, and AI administration activities. The position is responsible for establishing and maintaining governance frameworks, supporting Copilot Studio chatbot solutions from design through deployment, and collaborating with IT teams, business partners, and leadership to deliver secure, scalable, and compliant business solutions that drive adoption, analytics, automation, and innovation.

This position will report to the Power Platform manager and work under minimal supervision with extensive deadlines.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Environment and Governance Management: Responsible for overseeing all Microsoft Power Platform environments to ensure they align with established governance policies. This includes managing environment provisioning, enforcing Data Loss Prevention (DLP) policies, monitoring capacity usage, and proactively identifying and resolving issues. The role requires maintaining a secure and compliant environment landscape while enabling innovation and scalability across teams.

2. Azure and Security Integration Awareness: Maintains a strong understanding of Azure Active Directory (Azure AD) and identity and access management principles as they relate to Power Platform. This includes familiarity with service principals, app registrations, and external user access configurations. Collaborates with security and infrastructure teams to ensure platform integrations follow organizational security standards and best practices, while supporting secure and compliant access for internal and external users.

3. Power BI and Microsoft Fabric Administration: Oversees the administration of Power BI and Microsoft Fabric, including user access management, workspace governance, semantic models, data governance policies, and enforcement of Row-Level Security (RLS). Monitors report usage, dataset and dataflow refresh schedules, deployment pipelines, and Fabric workloads. Responsible for Fabric Capacity administration, capacity planning, performance monitoring, resource allocation, and optimization to ensure reliable, scalable analytics and reporting services across the agency.

4. Platform Integration and Deployments: Coordinates the integration of Power Platform components such as Power Pages and Power BI into Power Apps to deliver seamless user experiences. Manages the deployment lifecycle of model-driven apps and ensures proper licensing structures are in place for Power Platform and Dynamics 365 CRM. Works with licensing administrators and ensures compliance with organizational standards for app deployment and access.

5. AI Governance and Leadership Communication: Leads governance efforts for AI features within the Power Platform, including Copilot Studio. Develops and deploys Microsoft Copilot Studio chatbot solutions from design through production, including requirements gathering, conversation design, testing, and implementation. Ensures chatbot solutions align with governance, security, and responsible AI standards while monitoring adoption and performance metrics.

Qualifications

Minimum Qualifications

Education: Graduation from an accredited four-year college or university

Experience: At least four (4) years of experience as a cloud administrator with hands on experience administering Microsoft 365 and Microsoft Power Platform components

Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis

Other Qualifications

  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  • Strong expertise in Azure security groups, and conditional access, including app registration, service principals, and identity management
  • In-depth knowledge of Dynamics 365 CRM and Power Platform licensing
  • Familiarity with Copilot Studio and AI governance frameworks
  • Knowledge of conversational AI design, prompt engineering, generative AI governance, and responsible AI practices.
  • Proficient in generating reports and dashboards; experience with CoE Starter Kit is a plus
  • Excellent communication skills: ability to lead meetings and explain technical concepts to non-technical stakeholders
  • Good Problem-solving and analytical skills to troubleshoot issues and identify areas of improvement


New hires, rehires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees within the same classification. Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work.

The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
