Job DescriptionThe Division of District Talent Systems works to support districts with the development of systems for identifying and rewarding great teachers, including work related to the Teacher Incentive Allotment, T-TESS, and other strategic compensation efforts.
The Teacher Incentive Allotment Operations Specialist will play a key role in supporting the effective implementation of the Teacher Incentive Allotment (TIA) by ensuring strong operational, logistical, and financial coordination across the team. This position will serve as a central hub for team execution; managing funding processes, coordinating logistics and events, and supporting project and grant management systems that enable the division to meet its goals and milestones.
The Operations Specialist will lead critical operational functions, including leading division-level grant management systems, coordinating alignment across multiple agency teams regarding funding and budgetary processes, and managing key logistical needs such as travel, calendars, and team events. In addition, this role will provide coordination and operational support for site visits and audits, ensuring teams are well-prepared with relevant information and materials.
This role requires a highly organized and proactive individual who can manage multiple priorities, anticipate team needs, and build systems that improve clarity and execution. The ideal candidate is detail-oriented, collaborative, and committed to supporting the success of TIA and its impact on Texas educators and students.
This position reports to the TIA Project Manager.

1. Grant Management Support: Supports grant management systems, tracking grant timelines and progress, and ensuring accuracy across division and agency systems. Assist with grant management activities such as financial approval forms, monitoring grantee timelines, deliverables, and reporting requirements to ensure alignment with program expectations and division goals.
2. Budget Coordination: Support the divisions financial operations by coordinating processes and alignment across multiple agency teams, including Accounting, Budget, and Grants. Track fee revenue and coordinate district communications to ensure timely and accurate payments. Coordinate budget-related processes, including submitting and monitoring expense requests for training, technology, and other operational needs, while maintaining accurate records and alignment with division priorities.
3. Logistics and Administrative Operations: Lead logistical and administrative coordination for the team, including travel arrangements, in-person events, and workspace reservations. Manage internal team routines such as meeting agendas, Deep Dive scheduling, and newsletters, while supporting calendar needs. Provide operational support including district outreach and follow-up to ensure readiness and compliance.
4. Site Visit and Event Coordination: Coordinate planning and execution of team site visits and school-based engagements. Develop and maintain standardized materials, such as school information sheets, to ensure team members are well-prepared and visits are consistent, organized, and aligned to program goals.
QualificationsMinimum QualificationsEducation: Graduation from an accredited four-year college or university
Experience: At least four (4) years of experience in education and managing similar projects and developing and/or implementing systems
Substitutions: An advanced degree may substitute for two years of required experience

- Exceptional time and project management skills with a demonstrated track record of performance and successful implementation across multiple concurrent projects, shifting and competing priorities, and driving teams towards results
- Ability to prioritize work streams and collaborate with a diverse group of individuals at different seniority levels, with discretion, while managing multiple projects
- Experience with developing and delivering high-quality technical assistance to a variety of stakeholder groups
- Skill in breaking down complex information, asking questions, synthesizing, and analyzing data to prepare concise reports and exhibits using Microsoft Office suite
- Excellent conceptual, systems, strategic, and analytical thinking skills
- Ability to engage in a collaborative, results-oriented team environment
- Excellent written and oral communication skills
- A desire to self-reflect, give/receive feedback and continuously improve

Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work.
The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
