Job Description

Position Overview

The Arkansas Public School Resource Center (APSRC) is seeking to fill the open Director of Charter Support position.  This non-classified employee leads the Office of Charter Support Services at APSRC under the direct supervision of the APSRC executive director.  

Qualifications:

  • Assist in overseeing the coordination of charter school recruitment and incubation efforts in Arkansas and in a multi-state region.

  • Assist in the coordination of advocacy support services to those charter schools petitioning the State Authorizer for charter school status, amendments to charter requests, and general advocacy defenses before State Authorizer and State Board.

  • Assist in overseeing performance evaluations of charter schools in Arkansas and in a multi-state region and promulgating informative data and reporting information on charter schools.

  • Assist in recommending effective charter school policies for Arkansas and a multi-state region.

  • Provide information about the charter process to individuals and organizations who are interested in applying for a charter from the State Authorizer.

  • Oversee all aspects of the Charter School Program Grant.

  • Use of research skills for reviewing charter school organizations, charter school performance, and relevant policy information.

  • Researches, reviews and interprets state law and policies.

  • Prepares briefs, memos, research papers and provides technical assistance in charter school research and statistical analysis.

  • Prepares reports and policy papers on various issues relative to charter schools.

  • Create and manage a website to access, document, and accumulate all data regarding the subgrantee's implementation plan.

  • Supervise charter staff, including the coaches and fiscal positions.

  • Create a system for documentation of grant implementation with quarterly and annual reports supported by onsite monitoring.

  • Develop a system to gather data, construct and disseminate annual performance reports, annual budget amendments, project revision requests, and CSP timelines for reporting to the U.S. Department of Education.

  • Assist applicants with the Arkansas charter authorization process.

  • Provide training to the Charter Authorizing Panel annually using grant funds.

  • Create a recruitment plan, research Charter Management Organizations, and create communication tools, including a charter magazine and introductory materials regarding Arkansas.

  • Develop procedures that document staff contact and technical assistance to each subgrantee school.

  • Support charters in the renewal process with the charter authorizing panel.

  • Represent APSRC and Arkansas charters at national and regional meetings.

  • Create reports on academic progress, charter growth, technical assistance, and best practices and provide press releases to the media. 

  • Develop and implement an annual Arkansas Charter School conference.

Knowledge, Skills, and Abilities

  • Working knowledge of state and federal laws governing charter schools.

  • Working knowledge of the charter school authorization process.

  • Working knowledge of charter school compliance requirements.

  • Ability to research and analyze state legislation and charter school policies.

  • Experience in a charter school environment.

  • A strong background in educational leadership.

  • Successful fiscal management strategies to enable fiscal agents to complete grant-required tasks efficiently and effectively.

  • An understanding of elementary, middle, and high school academic performance measures.

  • The ability to manage personnel in a goal-oriented setting.

  • The ability to adhere to grant requirements, strategies, frameworks, and timelines.

  • A commitment to school development that includes both public and charter schools.

  • The ability to aggregate, disaggregate, and interpret complex data sets.  

  • The ability to communicate effectively in written, verbal, and virtual formats.  

  • Skillful collaborator as evidenced by:  communication and collaboration skills; interpersonal skills; time management; and planning and organization skills.

  • Ability to prepare technical analysis of educational and governmental data for oral and written presentations utilizing multimedia formats for presentations.

Preferred Skills:

  • Minimum of a Bachelor’s Degree in Education or related field with Master’s Degree preferred

  • At least five years’ experience in a professional setting. 

  • Previous experience and working knowledge with charter school organizations through direct employment, a governmental charter school authorization role, or policy/support role which analyzed or offered support for charter school organizations.
