Job Summary:
The Executive Director of High School Operations is a vital and supportive member of the PCSD team, working collaboratively with educators, support staff, and administration to achieve the shared goal of ensuring all students receive the education they need to succeed both today and tomorrow. This role is performed within a school & office environment, overseen by the Assistant Superintendent of School Leadership, where teamwork and dedication to student success are paramount.

All staff are expected to fully adhere to the ethical standards set forth by the Georgia Professional Standards Commission, continuously demonstrating a strong understanding of the tasks and responsibilities their roles require. Primary Function: The Executive Director of High School Operations is a key leadership position that drives the operational excellence, safety, and cultural health of the district's high schools. This role supports and enhances principals' operational leadership capacity through coaching, professional development, and the implementation of systems to improve student attendance, discipline, and school climate.

The Executive Director serves as a primary liaison between district operational departments and school leaders, ensuring effective two-way communication and the consistent application of board policies. The position provides vision for school-level operations and extracurricular programming, ensuring safe, orderly environments optimized for student engagement.

Qualifications:

Must hold or be eligible for Georgia level 6 certification or higher in Educational Leadership/Administration

Five (5) years of secondary education administrative experience and/or central office experience required

Principal experience required; secondary school principal experience preferred

Broad base of total school operations experience with a thorough understanding of applicable state and federal laws and Local Board of Education rules and regulations

Highly skilled in interpersonal communication, leadership coaching, critical conversations, and conflict resolution.

Demonstrates sound judgment, initiative, and responsibility

The Board of Education and the Superintendent may accept alternatives to some of the above requirements.

Essential Functions:

I.

Leadership and Supervision

Selects, leads, and develops secondary principals. Provides operational leadership coaching and supervision to drive continuous school improvement aligned with district strategic goals.

Supports the selection process for all secondary administrative positions to create a leadership pipeline of promotion-ready leaders.

Sets clear expectations for secondary operational leadership and high-quality school climate practices.

Conducts school visits, walkthroughs, and data analysis to support principal coaching, feedback, and accountability regarding attendance, discipline, and resource management.

Supports and monitors the development of individual principal professional growth goals and operational improvement goals.

Designates and prioritizes time for principal coaching, school visits, and operational support.

Selects, leads, and develops department staff. Hires, supervises, and evaluates the performance of assigned staff members in the department.

Fosters a collaborative culture by building strong relationships with principals and other district leaders. Promotes a shared sense of ownership for student outcomes and collaborative efforts towards school and district improvement.

Promotes organizational coherence by aligning strategic goals and expectations among the School Leadership and Operations division, the central office, and the schools.

Supports secondary administrators with operational staffing and resource allocation to maximize support staff and district resources.

Districtwide Leadership Development: Supports the development of Assistant Principals, Athletic Directors, and teacher-leaders to promote a pipeline of promotion-ready, internal leaders.

II

Operational Leadership & Support

Communicates and promotes high expectations for school climate, safety, attendance, and student behavior aligned with district vision, strategic initiatives, board policies, and state and federal laws.

Ensures consistent and equitable application of the district's progressive discipline policies across all high schools.

Provides leadership and administrative support for the long-term suspension and tribunal process, ensuring all due process requirements and state mandates are met.

Oversees the district's high school choice process, ensuring transparent communication and alignment with board policies and school capacity.

Manages fundraiser approvals and reports for high schools.

Supports operational coordination of mental health and wraparound services following significant school-level disruptions to quickly restore the learning environment.

Plans, implements, and supports high-quality professional learning for teachers and leaders regarding school and district operations and leadership.

III

Strategic Planning & Management

Supports the Assistant Superintendent in strategic planning, implementation, and monitoring of each school's operational data, budget management, and alignment.

Conducts regular audits of school-level operational workflows to identify efficiencies, reduce administrative burden on school leaders, and ensure maximum resource allocation to the classroom.

Coordinates with the Executive Director of Secondary Teaching and Learning and other district leaders to ensure program continuity, articulation, and effective problem-solving.

Communicates information about high school programs and operational mandates to parents and stakeholders.

Develops and maintains quarterly reports and presentations of district and school operational data as related to the strategic plan, and upon request.

IV

Reporting and Compliance

Uses a variety of evidence (e.g., attendance data, discipline referrals, climate surveys) to assess principal effectiveness, identify areas for improvement, and foster a positive educational environment that supports diverse student needs.

Prepares special and routine reports and presentations, as required, for the Superintendent, Board of Education, and State Department of Education.

Works with staff to keep the Board Policy Manual, Board Policies, and Regulations current in development, interpretation, and implementation.
