Job Summary
The College and Career Readiness, Testing & Accountability Coordinator provides district-level leadership to design, implement, monitor, and continuously improve programs that prepare students, K-12th grade, for postsecondary education, military service, and high-demand careers. The coordinator ensures alignment with the South Carolina Profile of the Graduate, workforce development priorities, and district strategic goals. This position collaborates with instructional leaders, counselors, business and industry partners, higher education institutions, and community stakeholders to ensure seamless college and career pathways for all students. In addition, the College & Career Readiness, Testing & Accountability Coordinator serves as the district's lead for statewide assessment administration, test security, data quality, and accountability reporting. This role is responsible for meeting all SCDE requirements for District Test Coordinators (DTCs), including the annual designation, procurement, and secure handling of test materials, training of school personnel, and compliance with state law and regulations governing statewide assessments and test security.

Essential Duties and Responsibilities
College & Career Readiness Strategic Planning, Leadership, & Accountability
  • Develop and lead a comprehensive district College and Career Readiness (CCR) strategic plan aligned to district goals, state priorities, and labor market needs.
  • Provide leadership and oversight for career pathways, career clusters, work-based learning, dual enrollment, industry credentials, and postsecondary transition initiatives.
  • Serve as the district's primary liaison for college, career, and workforce readiness initiatives.
  • Oversee implementation of career guidance and advisement programs and support district initiatives such as:
  • Career exploration & awareness (elementary through high school)
  • Dual credit/dual enrollment & early college opportunities
  • Work-based learning (job shadowing, internships, & apprenticeships)
  • Industry-recognized credentials and certifications
  • Provide guidance to Guidance Counselors and Career Development Facilitators with meeting the goals of South Carolina's Portrait of a Graduate Framework
  • Monitor the training and credentialing process for new CDFs
  • Meet with Superintendent annually to discuss initiatives and plans for helping to meet College and Career Readiness Accountability goals
  • Work closely with the Department of Curriculum and Director of Career and Technical Education
  • Serve as the District's Liaison with College Board
  • Monitor student inavolvement/participation in Advanced Placement and Dual Enrollment program. Maintain statistical records of participation, performance, behavior, etc,
  • Monitor/encourage opportunities for more student involvement in programs such as: Gear-UP, Emerging Scholars, and Talent Search
  • Monitor and encourage more effort towards scholarship opportunities (post-secondary)

District Test Coordinator (DTC) Responsibilities (All State Programs)
  • Serve as the annually designated DTC for applicable assessment programs (e.g., SC READY, SC-Alt, EOCEP, Grade 2 CogAT/IA & Performance Tasks, WIDA ACCESS/Alt ACCESS, Career Readiness/WIN, PSAT/SAT as applicable), acting as the sole district official authorized to procure secure test instruments and coordinate with SCDE and vendors. Develop, maintain, and enforce the district's Board-adopted test security policy and procedures for paper-based and computer- based assessments; ensure secure storage and chain-of-custody of materials before, during, and after testing.
  • Plan and deliver training (district and school levels) for School Test Coordinators (STCs), Test Administrators (TAs), and monitors covering state test security law & regulations, program specific Test Administration Manuals (TAMs), accommodations, active monitoring, and standardized administration. Maintain signed test security agreements for all roles.
  • Monitor test administration fidelity and security across schools; conduct spot checks and resolve on-site issues (e.g., environment, devices, allowable resources, calculator policy), following program TAMs.
  • Investigate and report test security irregularities/violations promptly per SCDE procedures, including documentation, timelines, and coordination with SCDE (and SLED when required). Lead corrective actions and staff re-training.
  • Manage testing windows and logistics (district calendars, test orders, shipments/returns, online platform readiness, rosters, tickets, make-ups) according to program guidance and vendor timelines.
  • Ensure accommodations and accessibility are implemented exactly as authorized (IEP/504/ML), document refusals per SCDE guidance, and escalate misadministration for resolution.
  • Program Specific Coordination (illustrative, not exhaustive)
    • SC READY, EOCEP, SC-Alt: Coordinate windows, training, accommodations, tickets, device check, and TAM-based procedures; ensure compliance with SCDE test security FAQs and exposed item procedures.
    • Grade 2 CogAT/Iowa, Naglieri General Ability Tests & SC Performance Tasks (Qualifying Students in Grades 2-5): Implement DTC pre-test/post-test workshops, test security agreements, DataManager setup, and material control (paper/online).
    • WIDA ACCESS/Alt ACCESS: Oversee identification/participation requirements, ordering, materials security, and state testing calendar milestones (registering, shipping, validation, reporting).
    • South Carolina Career Readiness (WIN): Follow TAM roles (DTC/STC/TA/Monitor), security rules, and incident procedures; coordinate training and material return deadlines.
    • College Entrance (SAT/PSAT) if district managed: Align processes to DTC checklists (ordering, registrations, accommodations timelines, readiness dashboards).
Accountability, Data, & Reporting

Work closely with the Director of Curriculum & Instruction and the Curriculum Coordinator to:
  • Lead district accountability timelines and submissions for the SC School & District Report Cards (ESSA/EAA), ensuring accurate student inclusion/exclusion, subgroup reporting, and indicator calculations per the EOC Accountability Manual.
  • Validate and reconcile assessment data files (e.g., pre-ID, enrollment/withdrawal, coding for SC-Alt/ML status, accommodations, invalidations) to support accurate performance and growth reporting.
  • Coordinate data reviews (pre- and post-reporting) and respond to EOC/SCDE data validations; disseminate district and school-level results and guidance to leaders, teachers, and families.
  • Present findings and trend analyses (achievement, growth, graduation, CCR, subgroup performance) to district/school leadership and the Board; recommend improvement strategies aligned to accountability indicators.
Policy Compliance & Stakeholder Communication
  • Maintain current knowledge of SC Code, State Board regulations, and SCDE guidance related to assessment and accountability; inform district leaders/staff of policy changes and operational impacts.
  • Ensure communications (calendars, training decks, manuals, FAQs, family notices) reflect the latest SCDE assessment information and district procedures.

Minimum Qualifications
  • Master's degree in education, assessment, educational measurement, research, curriculum/instruction, or related field (or equivalent experience).
  • Three (3)+ years of experience in K12 assessment coordination, accountability, data management, or related instructional leadership.
  • Demonstrated knowledge of South Carolina statewide assessment programs, test administration practices, and test security laws/regulations (S.C. Code Ann. §59-1-445; Reg. 43-100).
  • Experience with data systems (SIS, testing platforms, file validations) and producing actionable reports aligned to the EOC accountability framework.
  • Experience with SC Report Card Accountability Measures for College & Career Readiness, On-Track to Graduate, Graduation Rate, and End-of-Course Examinations.

Preferred Qualifications
  • Prior service as a District or School Test Coordinator with multiprogram oversight (SC READY/EOCEP/SCAlt, WIDA ACCESS, CogAT/IA, WIN).
  • Leadership experience with Grades 9-12, CCR accountability, & improvement.
  • Familiarity with WIDA policies and state calendars; experience managing ACCESS/Alt ACCESS.
  • Expertise in data quality controls for report cards (student inclusion, subgroup attribution, appeals/data validation).
Compliance Statements
  • All duties must comply with S.C. Code Ann. §59-1-445 (test security violations and penalties) and State Board Regulation 43-100 (district policy, annual DTC designation, secure storage), as well as Regulation 43-262 (statewide assessment program responsibilities).
  • The coordinator ensures adherence to SCDE Test Security procedures (agreements, reporting directions, FAQs, exposed item procedures) and program TAMs.
  • Accountability work must align with the current EOC Accountability Manual and related educator resources for the applicable school year.

  • Ability to design and deliver large-scale training and create clear guidance documents aligned to SCDE TAMs and FAQs.
  • Strong project management across multiple assessment windows and vendor platforms; precise materials control and logistics.
  • Analytical proficiency to interpret accountability indicators and communicate implications to leaders, educators, and stakeholders.
