Essential Duties, Responsibilities, Leadership & Program Oversight
• Direct and oversee all special education programs and student services.
• Lead the design, implementation, and continuous improvement of the district's
MTSS framework (academic, behavioral, and social-emotional supports).
• Supervise and support Cross Categorical units and programming.
• Ensure alignment of student services with district goals and strategic initiatives.
Compliance & Legal Oversight
• Ensure district compliance with all federal and state special education laws and
regulations.
• Oversee the development, implementation, and monitoring of IEPs
(Individualized Education Programs) and ETRs (Evaluation Team Reports).
• Monitor timelines, documentation, and procedural safeguards.
• Serve as the district liaison for due process, mediation, and compliance reviews.
Evaluation & Staff Supervision
• Supervise and evaluate special education staff, including intervention specialists
and related service providers.
• Provide coaching, professional development, and support to staff on best
practices in instruction, behavior, and compliance.
• Assist building administrators with staff support and problem-solving.
MTSS Coordination
• Oversee district-wide implementation of MTSS, including:
• Tiered academic and behavioral interventions
• Data collection and analysis
• Problem-solving teams
• Ensure fidelity of MTSS practices across buildings.
• Provide training and guidance to administrators and staff.
Staffing & Resource Management
• Coordinate staffing for special education and student services programs.
• Allocate resources effectively to meet student needs.
• Participate in hiring, onboarding, and retention of qualified staff.
Collaboration & Communication
• Work collaboratively with building principals, teachers, families, and outside
agencies.
• Serve as a key contact for parents regarding student services and special
education concerns.
• Promote positive public relations through clear, professional communication.
• Facilitate meetings with families and stakeholders to resolve concerns and
ensure student success.
Other Responsibilities
• Assist with budgeting and grant management related to student services.
• Stay current on trends, laws, and best practices in special education and MTSS.
• Perform other duties as assigned by the Superintendent.

Additional Information
The Hopewell-Loudon Local School District is located in west central Seneca County. It is mostly rural, encompassing approximately eighty square miles. Current 7-12 enrollment is 367. The District's 759 students are housed in one building, built in 2013, on a site which is located at the edge of Bascom. Students attending Hopewell-Loudon School from other area districts under the open enrollment option account for approximately 1/3 of our enrollment, validating the progressive, high level of educational opportunities, the excellent staff, and the outstanding learning environment available here. The number and variety of educational and extra-curricular offerings rival those available at much larger districts but with a small school atmosphere.

Job Requirements

Qualifications
• Master's degree in Special Education, Administration, Educational Leadership, or
related field.
• Valid administrative licensure (Principal or Superintendent license preferred).
• Minimum of 5 years of experience in special education.
• Demonstrated knowledge of:
• Special education law and compliance
• IEP and ETR development and oversight
• MTSS frameworks and implementation
• Experience supervising and evaluating staff.
• Strong organizational, leadership, and problem-solving skills.
• Excellent communication and interpersonal skills.
• Experience in public relations and working with families.
Preferred Qualifications
• Previous administrative experience in student services or special education
leadership.
• Experience leading MTSS implementation at a building or district level.
• Knowledge of budgeting and resource allocation
