Job Title: Director of Human Resources

Reports To: Superintendent of Schools

Location: SAU Central Office

FLSA Status: Exempt / Administrative

Responsible for planning, coordinating, and directing the operation of the Human Resources Department including employee relations, labor relations, benefits, recruitment and selection, classification and salary administration, compliance with Title IX of the Civil Rights Act, safety, training, and fair employment. These responsibilities will be executed in such a way as to develop and retain school district personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each individual child and each citizen in the district.

ESSENTIAL JOB FUNCTIONS

  • Devising strategies for performance evaluation, staffing, training, and development.
  • Designing and updating all onboarding procedures.
  • Develops and recommends Human Resource policies and procedures to the school board in accordance with the NH State statutes and regulations.
  • Conduct all exit interviews and report on findings annually.
  • Implementing HR strategies that support SAU6 recruitment objectives.
  • Assist in designing accountability mechanisms, and overseeing overall employment needs.
  • Consistently recruiting excellent staff.
  • Maintaining a smooth onboarding process.
  • Training, counseling, and coaching our staff.
  • Developing clear Job descriptions
  • Creating clear and concise reports that directly relate to hiring needs, open positions, filled positions, and terminated positions.
  • Upon request, provides engaging presentations regarding changes, challenges, and improvements in the Office of Human Resources.
  • We are maintaining and reporting on workplace health and safety compliance.
  • Assist with ALL Handling workplace investigations, disciplinary, and termination procedures.
  • Creating, implementing, and evaluating all SAU6 department policies, procedures, and structures.
  • Managing health and life insurance programs.
  • Designing and implementing effective training and development plans for onboarding new teachers and keeping current employees up to date with training.
  • Ensuring all employee records are maintained and updated with new hire information or changes in employment status.
  • Identifying the SAU6 hiring needs and managing the recruitment process to ensure it runs smoothly.
  • Assist with the development of the district Budget and responsible for developing and managing the Human Resource budget tracking.
  • Administers and monitors compliance with legal requirements including but not limited to Fair Labor standards, EEOC guidelines, and Workers' Compensation Laws.
  • Assists in leading and coordinating the recruitment, selection, placement, evaluation, promotion and discipline of all personnel.
  • Development of contractual agreements; interpretation and clarification of employee agreements, rules, policies and procedures.
  • Development of job descriptions, classification and reclassification considerations.
  • Act as Title IX liaison for New Hampshire School Administration Unit #6
  • Assists in establishing departmental goals and objectives
  • Provides consultant for SAU6 office matters.
  • Implement board policies, regulations and employee agreements for employees, administrators and school boards
  • Assists in the coordination of professional development training programs for staff to ensure the maximum effectiveness of employees, including leadership training, supervisory training, labor contract interpretation, and application, and new employee training in collaboration with member school leadership.
  • Assists in leading professional development plans for ongoing training in areas impacting employees within Human Resources and district orientation programs for new employees in collaboration with Educational Services.
  • Provides employee referrals to outside agencies to assist employees in making personal and professional decisions, when necessary.
  • Assists in leading and coordinating discrimination, harassment, employee ADA accommodation, and misconduct investigatory processes; helps ensure resolution of allegations and complaints are timely.
  • Helps ensure disciplinary actions are implemented fairly and consistently.
  • Helps ensure compliance for background checks and outcome of background checks by legal mandates.
  • Ensures ongoing communication with the superintendent, office staff, legal staff, other district staff, and the community to strengthen the effectiveness of labor and staff relations, employment services, and reward/recognition system.
  • Provides direction and assistance for all management personnel regarding personnel matters.
  • Assists in coordinating collaborative staff and labor relations activities.
  • Assist in resolving disputes and grievances policies/procedures, bargaining unit contracts, and past practices.
  • Creates, examines, and develops personnel procedures and makes recommendations for improvement.
  • Attend two monthly board meetings
  • Provides information for acts as an advocate to outside agencies serving the employee such as but not limited to retirement systems, certification agencies, and insurance companies.
  • Assists in overseeing employee records development and maintenance, including personnel files, employee attendance, credentials, and criminal background checks.
  • In conjunction with the Business Department, assists in ensuring accurate and timely position control and budget information on all aspects of certificated and classified staffing.
Performs other duties, projects, and responsibilities at the direction of the Superintendent of Schools

EDUCATION, CERTIFICATION, AND LICENSURE

  • Minimum of a bachelor's degree in Human Resources or Business Administration, master's degree preferred
  • SHRM certification
  • 3-5 years of training and experience may be substituted for the minimum qualifications.

OTHER KNOWLEDGE & SKILLS

  • Thorough knowledge of the principles and practices of human resources administration
  • Thorough knowledge of public school systems organization and administration
  • Ability to establish and maintain effective working relationships with school officials, associates, employees and the general public.
  • Must possess excellent communication and mediation skills and the ability to deal with public relations courteously and tactfully
