Plans, directs and supervises all functions of the School Food Service program, including staffing, program planning and accountability, resource allocation and management, procurement, financial management, facilities planning, nutrition education and food safety and marketing. Ensures compliance with all policies, regulations and standards established by the State Department of Education, the USDA and the District. Develops and implements policies and procedures specific to the food service program. Supervises the cafeteria managers and support staff; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; and recommending employee transfers, promotions, discipline and discharge. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Develops and provides in-service training and staff development opportunities. Develops and administers the department budget, and monitors individual school food service budgets and expenditures for compliance with budgetary allocations; approves invoices and statements for payment. Identifies and communicates to District and state administration the needs and accomplishments of the District food service program. Develops food service standards and evaluation procedures; evaluates the overall food service program and makes adjustments or enhancements as appropriate. Facilitates menu planning for meals served, ensuring adequate nutrition, the provision of menus for children with special needs, and customer satisfaction. Recommends prices for food service programs, special activities and catering. Establishes procurement procedures in compliance with the state and District procurement guidelines; evaluates and tests new products; negotiates vendor contracts and works with vendors on special needs, problems and delivery route schedules. Ensures the maintenance of accurate and up-to-date inventory records. Participates in the planning and design of new or renovated food service facilities; assists in managing department construction projects. Coordinates the maintenance and repair of equipment; replaces equipment on a schedule consistent with budget and other constraints. Compiles data for and prepares various studies, reports and recommendations required by the District and/or other agencies. Receives and responds to inquiries, concerns and complaints in areas of responsibility. Represents the department and District at various meetings as appropriate. Prepares and/or processes budget documents, statistical reports, financial reports and analyses, estimates, performance evaluations, memos, correspondence, etc. Operates a variety of equipment such as a computer, printer, copier, calculator, telephone, paper shredder, etc.; uses clerical, copier, computer supplies. Interacts and communicates with various groups and individuals such as the immediate supervisor, Superintendent, subordinates, other District administrators and staff, school administrators and staff, State Department of Education personnel, elected officials, various councils and committees, financial institutions, and the general public. Attends training, seminars and conferences, etc., as necessary to maintain and enhance job knowledge and skills. Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc. Performs related duties as required.
