Qualifications
MINIMUM QUALIFICATIONS
  • Bachelor's degree from an accredited institution in Education, Finance, Public Administration, or a related field.
  • Five years of professional experience in grant writing, administration, or financial compliance.
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered.
  • Experience and proficiency with personal computers and Microsoft Office (Word, Excel, Outlook, Teams).
PREFERRED QUALIFICATIONS
  • Master's degree from an accredited institution in Educational Leadership, Finance, Public Administration, or a related field.
  • Experience with federal grant programs such as ESSA, IDEA, Title I, CARES/ARP.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of and the ability to interpret and enforce pertinent regulations, policies, and procedures for the functional area of assignment.
  • Knowledge of federal and state education regulations, including EDGAR, 2 CFR Part 200 (Uniform Grant Guidance), and related policies.
  • Knowledge of grant funding processes, including application, implementation, and compliance cycles.
  • Strong interpersonal and verbal communication skills.
  • Knowledge of principles and techniques of project management, planning, , and budgeting
  • Strong writing and research skills for proposal development.
  • Ability to take initiative to plan, organize, coordinate and perform work in various situations when numerous and diverse demands are involved.
  • Ability to collect, analyze, organize and present information in a meaningful manner.
  • Ability to collaborate and work effectively within a diverse community and willing to contribute to a team effort.
  • Ability to think critically and creatively, have a high standard of integrity, and be motivated to incorporate best practices into the organizational structure.

Responsibilities
ESSENTIAL JOB FUNCTIONS
  • Assist with the planning, implementation, and evaluation of Title I and Migrant Education programs within the school district.
  • Monitor program effectiveness and compliance with relevant regulations, policies and guidelines.
  • Provide leadership to assigned department staff.
  • Collect, analyze, and interpret program data to demonstrate outcomes and make data-driven decisions.
  • Provide assistance and training to Principals and other staff regarding grant and/or program administration and intervention support services.
  • Manage the development of school improvement plans for and participate in school advisory meetings of special programs.
  • Develop, approve and monitor assigned program budgets, ensuring funds are allocated appropriately and effectively utilized.
  • Review and approve requisition and expense transactions for program eligibility and compliance.
  • Supervise and ensure the timely creation and submission of all Title I grant applications, and all other required documentation and submission necessary to ensure on-going funding and compliance.
  • Assume the responsibility and authority of the Director in the absence of and when requested by the Director.
  • Represent the District on advisory boards.
  • Perform all other job-related duties and projects as assigned.
