Job Description GENERAL STATEMENT OF JOBUnder the direction of the HR administrators, the HR Classified Staffing Coordinator is responsible for establishing and maintaining a strong, positive working relationship with school principals and central office staff to support the sourcing and assignment of high-quality candidates for all school based and central office classified positions. This position oversees all aspects of the classified employment process to include recruitment, staffing, pre-employment, classification, compensation, position management, employee evaluation, data management and reporting and other assigned areas. This position reports to the Director of Human Resources.
ESSENTIAL JOB FUNCTIONSThe following duties are normal for this position. - Maintains up-to-date records of personnel (position control).
- Posts vacancies, screens applicants to ensure eligibility for hire (I-9), validates years of credit, education, references, and salary scale placement.
- Extends job offers for classified, full-time, part-time and temporary positions.
- Processes personnel actions for classified staff (i.e., hiring, transfers, promotions, terminations, status changes, retirements, leave, etc.) in accordance with division policies and regulations and other applicable laws.
- Participates in New Employee Orientation process.
- Monitors and maintain accurate personnel systems to include payroll, benefits, HRIS, performance evaluation, website, and other subsystems.
- Conducts human resource related analyses and research and prepares related reports.
- Track certifications on maintenance staff and request updates as needed.
- Maintains confidentiality of reports, correspondence, records, and communication.
- Assesses and completes job audits and reclassifications for the school system.
- Coordinates with principals and hiring managers in the planning for school staffing needs and job postings.
- Screens applicant credentials, coordinates classified job fairs and participates on interview panels as needed.
- Processes and monitors unemployment claims and appeals through Virginia Employment Commission (VEC).
- Conducts background checks for new hires and reference checks as needed.
- Communicates with new and existing employees regarding salary, step increases, and status.
- Prepares weekly and monthly personnel report for the school board.
- Coordinates, prepares, and manages the probationary and annual evaluation process for classified employees.
- Works with payroll to resolve related issues
- Oversee annual classified employment letters and assists in annual contract preparation.
- Performs computer functions to include spreadsheets, queries and databases.
- Trains employees on HR systems as needed.
- Performs clerical functions to include filing, mailing and record keeping.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIESThorough knowledge of a specific aspect of human resource management (classified certification, recruitment, training, payroll, benefits, and personnel management); general knowledge of comprehensive human resource function; ability to manage a function on a daily operational basis with little direction; ability to supervise others and communicate performance expectations; ability to communicate effectively both orally and in written form; ability to utilize technology to support office functions; ability to establish and maintain effective working relationships with employees, officials, agencies, and the general public.
EDUCATION AND EXPERIENCEAny combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Graduation from an accredited college or university with a Bachelor's degree in Human Resources, Personnel Administration, Business Administration, or a closely related field is preferred. In lieu of a Bachelor's degree, progressively responsible professional experience in employee communications, payroll administration, benefits administration, human resources, or a related field may be substituted. Candidates must possess at least two years of experience in employee communications, payroll/benefits administration, and management. Working knowledge of personal computers and applications related to spreadsheets, word processing, database management, and data analysis is required.
PHYSICAL REQUIREMENTSWork is typically performed in an office setting with occasional extended periods of time at computer terminals. Occasional visits to off-site school and City locations are required. Occasional program necessity requires working hours beyond set hours and days. Frequent telephonic and occasional personal contact with Department Heads, Principals, applicants, internal and external organizations at City and State levels, employees, and the general public is required.
