General Definition of Work

The Executive Director of Benefits and Risk Management, under minimal supervision, performs senior level work with considerable decision-making discretion overseeing administration of benefits, and risk management programs, ensuring compliance with all federal, state, and local laws and regulations. This includes overseeing activities related to benefit and leave administration, worker's compensation, ADA, and other related programs. Employee performs advanced and supervisory work to carry out Board of Education policies and procedures related to benefits under the direction of the Chief Human Resources Officer (CHRO).

Place of Work

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions
  • Adhere to all state, federal, and local laws, policies, and procedures
  • Lead, manage, supervise, and evaluate assigned staff/programs
  • Investigate, analyze, and formulate methods for handling special projects/reports
  • Manage and monitor departmental budget
  • Administer employee insurance programs including life, disability, and health insurance
  • Administer employee savings plans that may include the company's 401(k) plan, personal savings plans, and deferred compensation programs
  • Advise and inform employees of changes and developments related to benefits including eligibility, coverage, and provisions
  • Facilitate accurate and timely delivery of employer contributions and employee payroll deductions to carriers, plan administrators, or other appropriate service providers
  • Conducts employee surveys, census, and other research and demographic efforts required to collect accurate quotes from benefit providers
  • Identify and select vendors and plans based on quotes, available benefits, and prior experience
  • Monitor administrators' and insurance carriers' reports to ensure the organization's compliance with plan requirements
  • Maintain knowledge of trends, developments, and best practices in benefits administration
  • Collaborate with senior leadership staff to develop and implement benefit programs and strategies in support of organizational objectives
  • Complete local, state, or federal surveys and reports accurately and promptly
  • Participate/facilitate in professional development workshops and leadership training
  • Create an inclusive environment with positive communication/public relations
  • Perform related work as assigned or required

Knowledge, Skills, Abilities
  • Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies and human resources programs
  • Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system human resources programs
  • Thorough knowledge of federal, state, and local policies/regulations regarding benefits, worker's compensation, ADA, FLSA, etc.
  • Thorough knowledge of county and school board policies, procedures, and standards
  • Ability to maintain professional and emotional control under stress
  • Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
  • Ability to learn and use specialized tools, equipment or software related to business needs
  • Ability to develop and monitor a budget
  • Ability to direct and evaluate the work of others
  • Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations

Education and Experience
  • Bachelor's degree required
  • Master's degree in Human Resources or related area preferred
  • Minimum of five (5) years' leadership experience in benefits preferred
  • Equivalent combination of experience and education

Special Requirements
  • Possess and maintain a valid Driver's License or ability to provide own transportation
  • Travel to school district buildings and professional meetings
