JOB ANALYSIS

Maintains information and administers all Employee Benefits Programs including but not limited to health & dental insurance, medical claims, flexible spending accounts, short- and long-term disability insurance, life insurance, and worker's compensation claims. Presents benefits-related information to all active and retired District employees; investigates and resolves any issues which arise between employees and carriers; conducts group and individual benefit orientation meetings. Handles leave management and other related tasks.

ESSENTIAL FUNCTIONS

  • Processes benefit enrollment, change and cancellation forms in timely manner.
  • Serves as primary contact for plan vendors and third-party administrators.
  • Oversees maintenance of employee benefit files, maintains group benefits database and updates employee deduction records.
  • Gathers employee data and oversees the processing of monthly billings and preparation of vouchers for payment of administrative fees for all group plans.
  • Processes benefit calculations for payroll to ensure proper deductions.
  • Processes and administers leaves under the FMLA, ADA, and all other relevant laws and policies.
  • Provides customer service support to all employees and retirees, including maintaining relationships with schools, associations, and others.
  • Monitors administrative costs of benefits programs and recommends cost containment strategies and assists in the monitoring, verifying, and reconciling of budgeted funds.
  • Designs and distributes materials for benefits orientations, open enrollment, and summary plan descriptions. Provides training and support to staff.
  • Serves on various committees representing human resources, including the Wellness Committee and Joint Loss Management Committee.
  • Ensures that procedures are followed and reporting is done in compliance with federal regulations including but not limited to: ACA, HIPAA, COBRA, FMLA, State of New Hampshire laws and regulations, and collective bargaining agreements.
  • Determines eligible employees under the ACA and processes the annual 1095-C reporting.
  • Coordinates and hosts wellness events, flu shot clinics, benefits fair and related events.
  • Prepares and submits reports and surveys as required by DOE and DOL.
  • Provides clerical assistance as needed to include front desk coverage, data entry, and filing or other duties as assigned.
  • Collaborates to modify/improve automated and non-automated processes and procedures as required.
  • Performs other duties as assigned by Director of Human Resources.

QUALIFICATIONS
  • Bachelor's degree in human resource management or related field, and three to five years of related benefits or employee benefits administration experience.
  • Computer proficiency and technical aptitude with the ability to use Microsoft products, including excel, word, and PowerPoint; experience with HRIS and benefits databases.
  • Proven ability to work effectively in a team environment.
  • Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Strong analytical skills and a thorough knowledge of benefit plan designs.
  • Knowledge of benefits contract language.
  • Experience with union agreements preferred.
  • Knowledge of employment law, regulations, filing and compliance requirements, both adopted and pending, affecting employees and employee benefits programs.
  • Excellent verbal and written communication, and organizational skills.
  • Excellent interpersonal, counseling, and negotiation skills.

TERMS OF EMPLOYMENT

Full year position (12 months). Refer to the contract between the Londonderry School Board and the position holder.

School Board: The Londonderry School Board is composed of five members elected to three-year terms. Elections are held every year. The Board sets policy for the school district and hires the superintendent to serve as chief administrative officer. The superintendent directs the educational and business activities of the school district. The Board generally meets every other Tuesday at 7 p.m. in the Londonderry High School Café located at 295 Mammoth Road. The public is encouraged to attend.

Community Involvement: The district is strongly committed to community involvement, as it is the participation of residents that provides continued educational excellence. To ensure the opportunity to participate, the district has various committees on which citizens may consider serving by contacting the district office. Committees deal with such issues as facilities and space needs, curriculum, technology planning and the like. Committees are appointed by and report to the Londonderry School Board.

History: Londonderry, incorporated in 1722, has a proud tradition of support for education. In the modern era, prior to the construction of Central School (now Matthew Thornton) in 1949, youngsters in grades 1-8 were educated in one-room schoolhouses located throughout the community. The school district was part of SAU#10, which included Derry, and several other neighboring towns. High school students were educated primarily at Pinkerton Academy through a tuition agreement. North School opened in 1969. Later in 1972, Londonderry Junior High opened; housing grades 5-8 while grades 1-4 were educated at Matthew Thornton and North. That same year, Londonderry successfully petitioned to become its own school administrative unit. In 1978, as the result of a vote by the citizens to end their tuition agreements and embark on a building program, Londonderry High School opened. In the ensuing years, grade level configurations were adjusted, and the community constructed South School (1978), Londonderry Middle School (1982) and Moose Hill School (2001). Throughout this time numerous upgrades, additions and renovations have taken place in all school facilities. District administrative offices were housed in leased facilities from 1972-1985 at which time a building was constructed adjacent to theTown Municipal Complex on Mammoth Road. In July of 2018, the District administrative offices relocated to a leased facility on Kitty Hawk Landing.
