JOB SUMMARY
Performs highly responsible managerial functions for the Technology Department. Manages the administration, development, integration, security, and ongoing support of enterprise systems, including commercial, cloud-based, and custom-developed solutions. Serving as the Information Technology Office's lead systems and data architect, the position is responsible for defining and maintaining enterprise system architecture, documenting system and data relationships, and ensuring data integrity, interoperability, and efficient information flow across the organization. The position directly supervises systems analysts responsible for supporting functional business units and their respective staff while ensuring system reliability, effective service delivery, and continuous process improvement.

ESSENTIAL DUTIES/RESPONSIBILITIES
  • Manages the acquisition, administration, development, maintenance, and operational support of assigned systems in compliance with Systems Development Life Cycle best practices.
  • Leads the design, development, maintenance, and documentation of the District's enterprise data architecture, including system integrations, data flows, and relationships among enterprise applications. Ensures the accuracy, consistency, security, and integrity of data across all enterprise systems that comprise the digital ecosystem.
  • Promotes innovation and ensures compliance with district policies, strategic priorities, and applicable regulatory requirements through the effective application of emerging technologies and industry best practices.
  • Leads all Business Process Reviews and related activities for assigned projects and systems.
  • Develops, monitors, and maintains department key performance indicators and associated workflows to ensure all established division service level agreements are met in accordance with ITIL and industry best practices.
  • Monitors progress and prepares weekly and monthly status reports for the Enterprise Systems Group.
  • Responsible for vendor, contractor, and contract management. Cultivates strong professional relationships with technology vendors and service providers. Evaluates vendor performance, negotiates contracts, and resolves issues promptly.
  • Leads a team of professionals, providing guidance, mentorship, and performance feedback. Sets clear goals, allocates resources, and fosters a collaborative work environment. Promotes continuous learning and skill development within the team.
  • Performs other related duties as assigned within the same classification or lower.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's Degree in information science or related field of education from a regionally accredited college or university required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience
  • Seven (7) years relevant progressively responsible professional experience in systems analysis and programming experience required; and
  • Five (5) years related management experience required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.
  • Hold or be eligible for Lean Six Sigma Yellow Belt Certification issued by The Council for Six Sigma Certification (CSSC), The International Association for Six Sigma Certification (IASSC) or an accreditied training provider preferred;
