Senior Specialist: Fiscal Transportation
JOB SUMMARYPerforms fiscal management duties related to account management and reconciliation, data accumulation for all aspects of school transportation, data analysis, internal and external benchmark analysis and budget management.
ESSENTIAL DUTIES/RESPONSIBILITIES- Prepares operating and capital budgets for the Transportation Division and coordinates the preparation in light of service requirements of the Department of Instruction.
- Manages all accounting, ordering, and budget procedures for the Transportation Division.
- Reviews fiscal processes and expenditures to ensure correct vendor payment, effective expense management, and budget efficacy.
- Analyzes division accounts on a monthly basis.
- Reports on expenditures, prepares cash flow projections, etc.
- In cooperation with the department of procurement, assures the timely and accurate processing of purchase orders and position control documents.
- Compiles data for reports to the Board of Education, county and state agencies, and other funding entities, as needed.
- Establishes capital accounts maintaining accounting records that reflect both budget and funding information for various agencies.
- Assists with the preparation of contracts, purchase orders, change orders, and establishes appropriate encumbrances.
- Performs fiscal management duties related to account management, account reconciliation, and accounts payable.
- Performs other related duties as assigned within the same classification or lower.

Education- Bachelor's Degree in accounting, finance, business management or related field of education from a regionally accredited college or university required;
- Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Experience- Three (3) years professional accounting experience, preferably in a public or governmental agency, with experience in the application and use of major, centralized computer based accounting or equivalent systems required;
- Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Knowledge, Skills, Abilities and Other Characteristics- Demonstrated record of success as a lead role or equivalency.
- Ability to communicate effectively both verbally and in written form with contractors, manufacturers, consultants, and Anne Arundel County Public Schools' staff.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedures manuals.
- Ability to effectively present information and respond to questions from managers, clients, customers, and the general public.
- Ability to calculate figures and amounts related to financial transactions.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred). Extensive competence with spreadsheet tools is a critical necessity.
